Maternity Insurance Dynamic Financing Mechanisms Research Under The "Universal Two-child Policy"

Maternity insurance plays an important role in ensuring the compensation,medical services and childbearing leave for female workers.However,the imbalance of the development between different regions,single financing object,the unscientific fund rate and other factors may cause the discrimination in women's employment and unfairness of protection.In 2016,full implementation of the "two-child policy" were started in China,which has a great impact on the operation of maternity insurance fund,in reducing the proportion of contributions under the combined action,maternity insurance fund is facing a great challenge.In this paper,the dynamic financing mechanism of maternity insurance was constructed,and the simulation was carried out according to the existing data.The mechanism can be adjusted according to the actual situation in advance,that ensure the smooth operation of the maternity insurance fund,perfect of the maternity insurance system and the improve the level of the women maternity protection.This paper summarized the existing analysis methods and model selection of maternity insurance dynamic financing mechanism by means of literature analysis and so on.According to the income and expenditure of Zhenjiang Maternity Insurance Fund,the influencing factors of maternity insurance fund were analyzed,and the SD model of maternity insurance dynamic financing mechanism was constructed.The practicability test and sensitivity test were used to verify the practicability of the model.In the case of Zhenjiang City's recent statistical yearbook,it is concluded that Zhenjiang Maternity Insurance Fund will complete the deficit in 2020.If the proportion of the contribution of maternity insurance would be adjusted to 0.85% at 0.5% in 2019,the smooth operation of the fund could be ensured.In the interest of maintain the healthy development of maternity insurance system and ensure the smooth operation of maternity insurance fund,this paper proposed to improve maternity insurance co-ordination standards,expand maternity insurance coverage,maternity insurance and medical insurance and strengthen maternity insurance legislation and supervision related policy suggestion.
