The Reform Of Shanghai Urban Maternity Insurance Under Two-child Policy

Fertility is the process of human reproduction and the reproduction of labor.With the development of the society and the change of the population structure,birth policy has been adjusted accordingly.Birth policy and maternity insurance are inseparable,interrelated and mutually restricted.Maternity insurance system is a kind of social insurance system that government provides medical service,maternity allowance and maternity leave to woman whose work is interrupted in maternity period through the maternity insurance mechanism to sustain their normal living standard.China published the two-child policy in Jan,2016 while it is difficulty to implement comprehensively.As we all know,existing maternity insurance policy is designed based on the political environment of family planning and it discloses many problem in practice for many years.Discrepancy between China’s maternity insurance and birth policy becomes the obstacle of implementation of two-child policy and exaggerate existing maternity insurance problem.Reform of current maternity insurance system is not only an effective way to solve this contradiction,but also the requirements of the times.Two child policy brings the challenge to the current maternity insurance system,and at the same time,it also promotes the opportunity of reform.From the viewpoint of public policy analysis and on the foundation of enhancement for medical insurance infrastructure in 《 outline of national economy and social development thirteenth five year plan》issued in NPC &CPPCC in 2016,this thesis mainly elaborates an overview of current frame structure & problems of Shanghai urban maternity insurance and put forward the relevant proposals of Shanghai urban maternity insurance reformation by main means of the combination of urban maternity insurance system with medical insurance system and introduction of commercial insurance into urban maternity insurance system as a supplemental approach in order to promote the full implementation of two-child policy.This thesis contains seven chapters.The first chapter mainly introduces the topic background,research methods and innovations.The second chapter analyzes the theoretical basis of birth policy and maternity insurance system,also dig out the relationship between each other.The third chapter reviews the changes of China’s birth policy and also expounds the significance of the two child policy and the implementation result with reason analysis.The fourth chapter analyzes the current situation of Shanghai urban maternity insurance system and its main problem,also further elaborate the challenge of Shanghai urban maternity insurance system which originated by twochild policy.The fifth chapter summarizes the good experience of other cities and other country in maternity insurance practice.The sixth chapter puts forward the specific ideas and suggestions on the reform of Shanghai urban maternity insurance.The seventh chapter is the conclusion of this thesis.It comes into a conclusion that we need to conduct the reform of Shanghai urban maternity insurance under the implementation of two-child policy and we hope that it may have a positive impact on the implementation of two-child policy if we conduct the reform of Shanghai urban maternity insurance through the measure of combination of urban maternity insurance system with medical insurance system and introduction of commercial insurance into urban maternity insurance system.
