Fertility is an important process of human survival and labor regeneration.With the development of society,great changes have taken place in the population structure,and the fertility policy also needs to be reformed.Maternity insurance system provides medical services,maternity leave and maternity allowance social insurance system for women who temporarily lose their labor force because of childbearing behavior on the basis of legislation.It is closely related to the country's fertility policy.The maternity allowance system is the vital part of the maternity insurance system.Especially after the combination of medical insurance and maternity insurance(we call it “two insurances combination” in the following),the medical treatment fee has been solved and the maternity allowance has become the maternity benefit focus.In January 2016,China announced the implementation of a comprehensive two-child policy.However,there are many obstacles to the implementation of this policy.Because the existing birth insurance system was formulated in the early stages of the implementation of family planning,and implemented specifically.Under that background,the maternity allowance as a part of maternity insurance has the fixed pay period according to our country's maternity leave days.The whole country has the same policy and all areas are executed the same.Now,the system's background has changed a lot,our country's policy are on the way from birth control to birth encouragement.Most cities have modified the maternity leave regulation and extended the maternity leave to encourage birth.Therefore,in the new time,with the adoption of the two-child policy and maternity leave extension,the maternity allowance payment pressure has been added sharply and some areas maternity allowance has changing from fund balance to fund deficit.This shows in the new time,maternity allowance is facing the payment pressure and repositioning problem.This article starting from the introduction of the maternity allowance concept,and then discuss the following maternity allowance reform.After this,put analysis on the comprehensive two-child policy adoption result,the birth rate under new circumstances and also on the insurance counting,insurance involving rate and insurance reimbursement rate.At last,summarizes the current maternity insurance problem of our country.The problem is focused on the social unfairness with the maternity allowance,the maternity allowance fund collecting reform and repositioning.The article suggests detail methods on the reform of our maternity allowance,proposes inclusive maternity allowance system,specific suggestions are made to provide law support,system support,structure support and capital support to this system.The inclusive maternity allowance system has a vital practical significance on society justice,society harmony and the implementing of the comprehensive two-child policy,and it's also the maternity allowance's repositioning direction.
