Talent competition is the core competition among modern enterprises, enact human resources strategy is the primary task of human resources management. D company is a small and medium size state-owned enterprises in photovoltaic application industry, during the harsh industrial environments and intense market competition, faced with the dilemma of brain drain, have an urgent need to develop a scientific, reasonable and feasible human resource strategy to support the company's strategic transformation.This study first review and sum of typical HR strategy theory, which lays theoretical bases for HR strategy of D company. Second, this study analyzes the external environment,strategy, human resources status quo, human resources management status; clarify the constraints for developed D company's HR strategy. Third, this paper presents the D company's human resource strategy design, in terms of basic principles, concepts, objectives,core functions of the strategy; Forth, in order to ensure that its HR strategy floor, this study proposed safeguards human resource strategy implementation from the environmental organizations, professional team, specialized construction and infrastructure.This study pointed out the direction and path for D company's future brand road, at the same time this paper have a certain reference significance for many small and medium size state-owned enterprises' HR management.
