How to convert “Made in China 2025” strategy into specific actions, how the dream of becoming powerful manufacturing nation come true? This article summarizes the experience and lessons from scientific research project management for general small and medium size traditional manufacturing enterprise by deep analyzing project management practice of PE production line development from the case enterprise, thus to guide similar enterprise correctly to carry on scientific research innovation regularly, to help enterprise develop from“manufacturing” to “intelligent manufacturing” type, and promote the modernized management progress for national manufacturing enterprise.There are five parts in this article. First of all, to introduce scientific research and technical development background and significance in manufacturing enterprise, and to identify and analyze the critical issues such as insufficiency of project process schedule assessment, scope change out of control, unscientific organization and management, not timely schedule management, weak risk management consciousness and etc. by utilizing related theories and methods of scientific research project management furthermore to analyze causes and influence factors and based on A company's background, industry background and case description of PE production line. According to the primary information and requirement analysis results from deep research in enterprise, to design specific systematic implementation plan and summarize scheme model and control key points for general enterprise that just enter into the scientific research project management. First, confirm the topic of scientific research project based on the enterprise status analysis. Second, complete feasibility demonstration around emphasis and difficulties of enterprise development. Third, recommend to adopt project organization type and emphasize on strength and effects of organization authorization management for scientific research project. Fourth, recommend to choose the manager of scientific research project from technical staff, and consider balancing the overall management level when choose project staff. Fifth, bring theoretical method of TRIZ to project as innovative method. Sixth, promote execution efficiency effectively by establishing scientific research project management system. Seventh, promote success probability by using scientific methods. Eighth, evaluate and close loop before and after acceptance for scientific research project.Meanwhile, summarize total seven management safeguard measures including project establishing management, organizing management, authorizing management, communication mechanism, incentives measures, process supervision and risk control when manufacturingenterprise just involve in scientific research project management to ensure to carry out the project successfully.Try to provide reference for similar manufacturing enterprise in scientific research project.
