Under the highly competitive market environment,talented person is the source of enterprises to create wealth,which plays a vital role in the market competition.In order to stimulate the greatest potential of talent,enterprises will use a variety of tools to develop performance management system to maximize the performance of staff,so as to promote the achievement of organizational goals.At this point,a scientific,suitable and effective performance management system is particularly important,and it plays a very key role in enhancing the competitiveness of human resources and promoting enterprises' long-term development.Haimo Technology is a local high-tech enterprise,it adopts an advanced performance management program in encouraging employees,but when it comes to application Haimo only stays in the performance appraisal,accounting performance pay level,can not play the actual role of performance management.This dissertation will optimize the existing performance management scheme based on the existing problems in the performance management system and explore a set of performance management system based on Haimo technology's strategy.Before analysis the performance management system of Haimo Technology.It is important to realise the concepts of performance management and strategic performance management firstly,the status of strategy in performance management,and sort the performance management tools that are widely used nowadays.On the basis of the above analysis,combined with the organization frame of Haimo,structure of personnel and performance management programme,this dissertation use questionnaire investigation and found Haimo's performance management programme lacks the concept of performance management,the standard of assessment is "one size fits all",participation in the process is not adequate,and sacrificing the assessment principles in dealing with problems.In order to solve the existing problems,this dissertation puts forward the optimization plan of performance management based on the strategy of Haimo Technology Company,and then determines the company's goals in each dimension of BSC.Formulating enterprise's KPI according to SMART principle.Decomposing company's target to departments' level and employees' level.At the same time,introducing the concept of HRBP,so that each HR becomes a business partner in human resources management activities,standardize the performance management processes,and make fully use of application of performance appraisal results,promote performance management's closed-loop implementation so that plays the biggest role of performance management utility.In addition,in order to ensure the effective implementation of the optimized scheme,this dissertation discusses the security measures that the program relies on,including the top management team's support,establishing right performance management concept,establishing performance-oriented corporate culture,setting reasonable performance goals.And proposing measures to address the difficulties which may encounter during implementation process.Effective implementation of the performance management program need the company to upgrade it to strategic height and requires all employees to recognize the importance of performance management.Emphasizing the strategic performance management needs everybody involves in it.The strategy-based performance management system optimization proposed in this dissertation and the HRBP mode of the performance management implementation not only provides a solid foundation for the company to improve management,but also provides experiences for similar high-tech manufacturing enterprises.
