Research On The Effect Of Institutional Innovation In China’s Pilot Free Trade Zone From The Perspective Of New Public Management

Since 2013,China has successively established 21 pilot free trade zones,covering border,coastal and inland areas,showing a good development trend,especially in terms of institutional innovation and the promotion of pilot experience.In order to realize the high-level opening up,it is urgent to establish an administrative system and mechanism that are compatible with the international high standard trade and investment rules and accelerate the transformation of government functions.Realize the modernization of government governance system and governance capabilities.The New Public Management Theory is a new type of government governance theory and governance model,which has flourished in Western developed countries such as the United States,Britain,and New Zealand since the 1980 s.In recent years,the administrative reforms advocated by the new public management theory have also had a profound impact on other developed and developing countries.With the introduction and application of new public management theory in western countries,its advantages in the reform of government administration have become increasingly prominent.Among them,combining the management methods of market economy competition,the management methods emphasizing efficiency strategy and the resultsoriented management,constructed a new theoretical system of public management,and played a positive role in the theoretical system of public management.Effectively carrying out government administrative work and improving government administrative efficiency are of great significance to public management.From the perspective of new public management theory and practice in the field of government governance,this paper first clarifies the three analysis dimensions of government role positioning,government service awareness and performance evaluation mode,and analyzes the impact of new public management reform in Western governments.The specific practice of reengineering summarizes and puts forward the enlightenment for the transformation of government functions in China.Secondly,from the perspective of new public management theory,the paper examines the institutional innovation measures and effects of China’s pilot free trade zones from these three dimensions.Thirdly,from the three dimensions of the new public management theory,this paper selects representative typical cases of the pilot free trade zone,conducts indepth analysis on the main practices and implementation effects,and summarizes the enlightenment from the cases.Finally,the conclusion is that among the many measures of institutional innovation in the pilot free trade zones,there are many practices that are consistent with the new public management reform movement in Western countries.At the same time,there are also many innovative practices that are beneficial to the promotion of government and market players,government and society,the optimization of the relation between government and society,government departments,played a leading and exemplary role in the national deepening reform.At the same time,it is proposed that in the future development of the pilot free trade zones,it should be based on the location advantages and development characteristics of each region,integrate itinerary into a linked service network,make full use of the construction of "big data" and "cloud platform",and play a radiating and leading role.
