Research On Customs Supervision Mode In Pilot Free Trade Zone

The establishment and development of the pilot free trade zone is a major strategic measure for China to build an open economic system,to realize the innovation of management system and to promote the liberalization of trade and investment.With Shanghai,Tianjin,Guangdong,Fujian pilot free trade zone has been established,marking China’s pilot free trade zone into a new era of strategic layout.The research on the innovation of customs supervision mode in the pilot free trade zone is of great practical significance and research value to "build an upgraded version of the Chinese economy" and "create an upgraded version of customs supervision".From an international point of view,the United States and the customs of the free trade area of the goods through the trade development mode,legislation supervision mode brings enlightenment to the development of the pilot free trade zone in our country,the customs supervision mode innovation provides a reference.In our country,the pilot free trade zone is open on the special customs supervision area.Through the comparison,many features and functions of the special customs supervision area in our country with foreign free trade zone,but has not yet fully implemented the foreign free trade zone function,in this regard,the difference between the two points are listed,analysis shows that the differences are mainly concentrated in the difference of release.With Shanghai,Tianjin,Guangdong,Fujian pilot free trade zone have been set up,marking the pilot free trade zone,the strategic layout of our country in the new era,from the four pilot free trade zone division and function positioning,can clearly see the difference of the our country on the copy of free trade zone "of China’s reform" and "key the development of the principle of" breakthrough.With the development of China’s economy into new stage,accelerate the transformation of economic development mode,new growth momentum is formed,problems of uneven development,uncoordinated and unsustainable development still faces serious challenges and more prominent,many contradictions superposition and risk.Facing the new situation and new requirements,the innovation of customs supervision mode of free trade zone will inevitably encounter many new challenges: policies and regulations,the "open line" and "second line" contradictions,lack of innovation and technology to lead the government departments with problems.In this regard,the author carried out in-depth analysis,and separately from the legal system innovation,the second tier of safely and efficiently manage to gradually realize the "open line",to speed up an important regulatory model innovation pilot,accelerate the development of new business format and other aspects,and puts forward countermeasures and suggestions to supervision mode innovation of China’s pilot free trade zone customs.Through this study,the conclusions are as follows: the current China’s pilot free trade zone can not be equated with foreign free trade zone,pilot free trade zone in China is the transition stage to the special supervision of the regional free trade zone,is a product of the deepening of economic reform,our country’s pilot free trade zone and foreign free trade zone,the special supervision of the regional differences and summarize the difference in releasement.China’s pilot free trade zone has its unique customs supervision mode and characteristics,will lead China’s customs special regulatory region gradually transition to free trade zone.
