Research On Procurement And Tendering Management Of XX Locomotive Purchasing Project

With the implementation of national strategy as The Belt and Road, as well as company strategy of Transformation and Upgrading, CRRC ZIYANG CO., LTD, as the domestic diesel locomotive manufacture leading in exporting various types of diesel locomotive to different countries in the manner of extensive coverage and quantitative superiority, exported the locomotive overseas in 25years ago, which created the pioneering in the industry at the time. Currently ,the locomotives have been exported to 24 countries. More than 700 sets of locomotives of those exported were distributed in the countries along the Belt and Road. By taking full account of the international market competition and exploiting, the stability and reliability of the locomotive must be in the priority .As an entire locomotive consisted of tens of thousands of parts and components,its design,manufacture,after-sale service and maintenance under the guidance of specialized division mustn't be neglected. To ensure locomotive stability and reliability in maximum in the running operation, as well as enhance the company's competitiveness and market share in further ,the company achieved to the whole process control and protection in aspects of quality, schedule, cost, service and other aspects.As the Logistic Business Manager in the Argentina Locomotive Supply Project, the author will take the procurement & tending in this project management as example to make the research. In this thesis, through the analysis in the locomotive supply agreement,technical specification and standards, based on the advantage of CRRC procurement advantages of scale and brand effect,the project introduces CRRC Locomotive Procurement Management Mode, which uses the CRRC electronic business as the information platform to realize and negotiate the tender on the key components of locomotives on line ,so as to improve the efficiency of project procurement and tendering management, and it has smoothly completed the target of cost control or locomotive outsourcing parts.The main researching logic way of thinking for this paper is that: at first, the background of international export locomotive will be stated in introduction part, which points the importance of project purchasing and management of tendering, and then analyze the management method which going to apply, find the efficient theory evidence,meanwhile together with the current status of company's project purchasing to analyze and find the relative merits for the actual investigate and survey of next research and application.In this way together with theory and practice, how to adopt the related control strategies to manage the project purchasing, tendering scientifically and efficiently will be the key point.With related method and technology, in this paper, take the fact of project purchasing for Argentina locomotive bought-in parts as the researching direction, and then get the theory and look forward for the future.
