Content: The contemporary phenomenon of extensive utilization of land,to become a major factor restricting the development of social economy,which violate the Eighteenth National Congress of the CPC Put forward that "comprehensively promote resource saving,economical and intensive use of r esources,promote fundamental changes to the resource utilization mode".In recent years,the land resources management department issued "the idle land disposal programme ","economical and intensive use of land provisions"," the guidelines on promoting the economical and intensive use of land conservation",and a series of policy system,that promoted the economical and intensive utilization of land,but extensive land use status are not fundamental change,the construction land idle phenomenon is still common,and non-using after instruction land is an important aspect.Deeply dissects the Cause of non-using after instruction land formation,and then put forward the corresponding countermeasures and suggestions,to promote our country's construction land economical and intensive has positive practical significance.This paper study as J development zone of G city,through empirical study,analysis the non-using after instruction land use status and cause of formation,then put forward the countermeasures and suggestions.The results show that J development zone of G city is very serious,the non-using after instruction land ratio is more than 40%.The reason is not only the government level,but also the enterprise level and farmers' factors,including the government planning adjustment,the land supply is large but Unlawful cost is low,the enterprise " land reserves" behavior,the land expropriation compensation standard is relatively slow,the land expropriation process is complex and the remaining problems is a lot.Finally,the paper puts forward some countermeasures to solve the batch and not use,the first is to improve the integration of the land use planning and city planning and so on,,urban and rural planning,effectively avoid the planning adjustment to the delay of the project;The second is to reform the incentive mechanism of government performance evaluation,increase the assessment of local land economical and intensive utilization;The third,strengthen the land reserve management,reclaim non-using after instruction land,and make the preliminary development,temporary use and implementation and protection by the land reserve institution;The fourth,Innovative the way of land supply,both reduce the land cost of land users,and to strengthen the departments of land regulation;The fifth,establish and improve the land management system,not only to strengthen the land dynamic inspection mechanism,but also improve the construction land monitoring system.
