| The implementation of the strategy of the main functional areas is the main content of China's"12th Five-Year" plan,and actively promote the implementation of one of the important measures of poverty alleviation precise ecological poverty is also the Chinese government."Comprehensively promote ecological poverty alleviation strategy,safeguard regional coordinated development,ecological security and national health,promoting the comprehensive construction well-off society and ecological civilization,and resolutely fight to win the battle out of poverty" is the state will give the region's mission,the people need to work together to complete.In Yanchi County of the Ningxia Hui Autonomous Region is located in the farming pastoral zone,the northwest region of China's ecological barrier,the main function zoning restrictions in the development of ecological zones,as well as the focus of Ningxia county.The precise poverty support since 2002 implementation of the retreat grazing project so far,the ecological environment in Yanchi County has been greatly improved,the level of social economy is also accelerating the development.A new round of "returning grazing in the country Grass"on the occasion,a comprehensive understanding of farmers' views on Grazing Policies,in-depth study of farmers' willingness to accept compensation and influencing factors for the establishment and perfection of national compensation policy,safeguard the interests of farmers and has important practical significance to consolidate the results of ecological construction.Taking the township as a unit,starting from the function value of ecosystem services combined with the study area,the willingness of farmers and population and economic development level of various factors,the construction of ecological compensation model in Yanchi County and Yanchi County,calculation of internal and external ecological compensation standard,and put forward reasonable suggestions.Compensation of the main conclusions are as follows:(1)The difference of space of ecosystem service value of the township in Yanchi county is large,limiting the development of more weak,high coverage grassland area of the township,the ecosystem service value is higher;on the contrary,the higher the degree and limit the development of grassland with high coverage area of small town,the ecosystem service value the lower.The township ecosystem service value order of Hua Machi,GaoShawo,Wang leJing,Dashuikeng,Hui Anbu,Feng jigou,Qing Shan,Ma Huangshan.(2)73.57%in Yanchi County farmers are willing to continue to participate in past ureland rehabilitation project and accept the ecological compensation,the ecosystem service value of higher Township,the higher the level of farmers' ecological compensation by the compensation;the township farmers average repayment level as follows:Hua Machi1348.18 yuan/year,GaoShawo 1055.28 yuan/year,Wang leJing 1048.86 yuan/years,Feng jigou1000 yuan/year,Dashuikeng983.79 yuan/year,Ma Huangshan 956.58 yuan/year,Qing Shan 904.84 yuan/year,Hui Anbu 901.61 yuan/year.(3)The degree of satisfaction towards this policy is to protect the environment and think of the importance of farmers' willingness to accept the most significant influencing factors;cultural degree,family income,income changes,with sheep quantity,farmland area,grazing policy understanding on Farmers' willingness affected more significantly;the total household population,gender and age,concern for the environment and the degree of farmers' willingness to accept no significant effects.Finally,combining the results of the fourth chapter and the fifth chapter,the author tries to construct the internal and external compensation standards of Yanchi County,and finds that internal compensation is not feasible in Yanchi county.Should the external compensation,and to the township of Yanchi County,the ecosystem service value as the township ecological compensation limit,the township farmers average repayment level as the limit of ecological compensation,finally get the township of Yanchi county average ecological compensation range.This paper analyzes the subject and object and compensation methods of ecological compensation in Yanchi County,and puts forward some policy recommendations,so as to promote the implementation of ecological compensation in Yanchi county. |
