Willingness To Accept Payment And Compensation Scheme Selection For Farmers' Fallow Participation In Heavy Metals-contaminated Areas

Farmers as the microcosmic behavior subject of cultivated land fallow,and their willingness to accept payment and the choice of compensation schemes is of great significance for making scientific and reasonable policy of fallow compensation.This paper takes the Chaling County of Zhuzhou City,Hunan Province as the research area of the Changzhou-Xiangtan-Hebei Province,and takes the fallow farmers as the research objects.Firstly,using the questionnaire survey method,we investigated the status of farmers' participating in the fallow project.Then,based on the differences in individual characteristics,family characteristics,farmland management characteristics,and farmers' cognitive level,the regression model was employed to study farmers'willingness to accept payment for existing fallow compensation standards.After that,using the contingent valuation method,we estimated the minimum expectation of the fallow farmer on the amount of fallow compensation.Finally,by selecting the choice experiment method,the diversified compensation schemes of fallow farmers and the influencing factors were studied.The results of the study show that farmers' willingness to accept payment for existing fallow is higher.Farmer's age,education level,family income,planting ratio,fallow area,and reasonableness evaluation of fallow compensation have a greater impact on farmers' willingness to fallow.The average level of the minimum expected amount of farmers' fallow compensation is 661.06 yuan/mu per year.Compared with non-participation options,farmers tend to choose a diversified compensation scheme,and the schemes with higher fallow compensation rate,longer fallow period,setting of rehabilitation insurance,and priority to participate,are easier to meet the needs of farmers.Therefore,the policy of fallow compensation for heavy metal-polluted cultivated land should respect the farmers' willingness to accept payment,properly consider the expected amount of farmers' compensation,and innovate the diversified compensation programs.At the same time,the government should pay more attention to propaganda and education of the fallow policy and establish a safeguard mechanism for funding sources,in order to enhance the effectiveness and sustainability of the fallow policy.
