Since the market economy has been carried out in China, to develop a healthy and orderly market environment and to attract large numbers of foreign capital enterprises, China has given preferential policies to them. Thus, as for the tax burden, foreign companies enjoy the benefits in income tax. What's more, they own strong assets, mature technology, swift information and perfect marketing channels, which contribute to their strong adaptability and variability towards the market mechanism. As the main components of the foreign capital enterprises, the fast moving consumer goods (FMCF), face the national adjustment of the preferential policies as well as a serial of competitions from state-owned enterprises,private-owned enterprises with similar brands and other foreign enterprises of the same type.How to improve the enterprise competitiveness by enhancing the personnel management so as to retain and attract talents becomes one of the difficulties that foreign capital enterprises need to tackle in the China market.HP is attached to BW group, one of the world's top five hundred enterprises. It produces beer of various brands which is popular in the domestic market. Locally, it is a well-known enterprise with good economic benefits. However, in the aspects like personnel recruitment, attracting and retaining top talents, it is still at a disadvantage compared with those state-owned enterprises running the same brand, as the staff in the pursuit of occupational stability under the condition that the company develops the mode focusing on the cultivation of young talents, are incompetent at dealing with the working pressure. The employees' sense of belonging and identity towards the foreign capital enterprise as well as the job satisfaction and expectation has declined, especially during the process when HP reforms from a state-owned enterprise to a foreign enterprise. Through an in-depth analysis of the HP's incentive management status, this essay has found the causes of the problems,optimized the existing incentive mechanism, and designed the safeguard measures to the incentive mechanism, which provides a reference for such kinds of foreign-funded enterprises in the construction of incentive mechanisms. This study has extended the way to optimize the enterprise employee incentive management and proposed that employee incentive problems have a profound connection with considerations of people-oriented and the employees' own demands, which eliminates the defects: the superficialness and the decentralization in the analysis of problems and offers much broader ideas to solve such kinds of problems.
