Because of the rapid development of rural economy,the insufficient power supply capacity,the transformer overload,continuous low voltage,the weak links of county and main power grid,the problems of power supply quality and reliability of rural power grid become more and more serious.To solve these problems,the new round of rural power grid modification and upgrading project has started and done a lot of construction and good results have been achieved,which has the vital significance to improve the level of rural economic development and promote the stable and healthy development.The new round of rural power grid modification and upgrading project involves wide ranges and the investment is huge,so it would be significant to make post project evaluation,which can not only conduct a comprehensive analysis and research of the whole process of the project,analyze problems,sum up the experiences of success and also be able to provide a reference for power grid construction project in the future.In this paper,the method of post project evaluation of rural power grid modification and upgrading project is analyzed and triangular fuzzy number and project success degree method are put forward.The relationship between the indexes of post project evaluation of rural power grid modification and upgrading project is relatively complex,and these indexes have qualitative indexes and quantitative indexes.It is difficult to judge the importance of them.Therefore,this paper uses triangular fuzzy number to analyze and research it.At the same time,the content of the rural power grid modification and upgrading project is elaborated.Then the corresponding evaluation index system which consists of the target layer,criterion layer and index layer is established.The criterion layer includes modification process,construction results,economic benefit and environmental and social impact.Delphi method,triangular fuzzy number and project success degree method are used to establish a reasonable evaluation model.The necessity,process and effect of the new round of rural power grid modification and upgrading project in AB power company,nodes and workflow of evaluation are summarized.Finally,the modification process,construction results,economic benefit and environmental and social impact of rural power grid modification and upgrading project are evaluated respectively,and then comprehensive evaluation is carried out.According to the rating method of project success degree,the final comprehensive score of new round of rural power grid modification and upgrading project in AB power company is 82.24,which is at the basic level of success.The score of modification process and construction results is higher.This is mainly due to the strict implementation of the project legal system,capital system,bidding system,contract management system and engineering supervision system in AB power company.In addition,the control effect of the investment is relatively good,the construction of the whole process does not happen safety accident,the construction effect is obvious.It improves the power supply reliability and quality.The effective suggestions are put forward to solve the problems existing in the rural power grid modification and upgrading project so as to provide reference and basis for future project decision-making and construction.
