With the intensification of the global energy crisis and the increasingly serious pollution of the global environment, more attention has been paid to the research, development and utilization of new energy and renewable energy in each country. In all the new energy and renewable energy utilization technology, wind power technology owns the most mature, the largest development and commercial development prospects. As a clean and renewable energy, wind energy is inexhaustible. The development of wind power is of great significance in improving energy structure, protecting the ecological environment, ensuring energy security and achieving sustainable economic development and so on. Developing wind power vigorously, which has becomes the consensus of the world. At present, our country has not yet formed a set of mature evaluation system in the post-evaluation of wind power construction projects. Therefore, in this paper the post-evaluation theory and its analysis can provide some reference for the implementation of China’s wind farm construction policy.This article comprehensively and systematically analyzes the various influencing factors of wind power construction projects, taking into account a comprehensive evaluation of the implementation process, financial analysis and evaluation of environmental impact assessment, as well as the sustainable development of the project itself to analyze the factors affecting the projects’post-evaluation to strengthen the comprehensive post-evaluation of the project, which has an important role in project management. Some representative and the most important indicators in the evaluation of wind power projects were selected to build a comprehensive evaluation index system for wind power projects. Then from the perspective of the internal and external environment of the project, the paper brings the evaluation and analysis of the economic benefits, social benefits and environmental benefits influencing the project.Specifically, this paper is divided into six chapters according to the principle and application of SAIHANBA wind power project post-evaluation. The first chapter introduces the background section of this paper, the research status quo at home and abroad as well as the research content and innovation; The second chapter mainly defines the research of post-evaluation theories of the construction of wind power; The third chapter mainly introduces the basic situation of the project; The fourth chapter contents for the implementation of the evaluation process, which is divided into preliminary and design work evaluation, construction project evaluation, production operation evaluation at first according to the life cycle theory. Finally, the chapter bases on AHP and matter-element extension model combining methods to evaluate the comprehensive effect of implementation process; The fifth chapter uses a combination of dynamic evaluation and sensitivity analysis to provide a post-evaluation of the economic analysis, calculates the project investment income, financial net present value, investment profit rate, investment recovery period, asset liability ratio and other economic evaluation index and sensitivity analysis is carried out to determine the project’s profitability and solvency; The sixth chapter is an evaluation of environmental and social impact and sustainability, the post-evaluation of the impact on the project includes post-evaluation of environmental and social impact and carries out the post-evaluation of environmental benefits through the comparison of the environmental cost of thermal power generation, and the post-evaluation of sustainability mainly carries an evaluation from two aspects:internal sustainability and external sustainability. The seventh chapter, on the basis of the individual post-evaluation of SAIHANBA wind power project, according to the survey data and expert opinion, uses fuzzy AHP comprehensive evaluation method and the success degree evaluation method to evaluate wind power construction projects respectively and comprehensively, analyzes the social effects of the project on the macro and micro aspects, and reduce the bias. The eighth chapter is the conclusion, which summarizes the research work and results of this paper.
