As is known to all, not only farmers’ living standard has been rapidly increasing, but also rural industrial structure has been enriched, with the promoting of constructing new socialist countryside. Hence, farmer’s living electricity, production of electricity as well as small areas such as industrial electricity consumption has emerged as one kind of soaring trend. However, some existed problems of our rural power grid, such as too small transformer capacity, a larger power supply radius, too small wire cross-section, backward technology, aging equipment, poor voltage quality, higher electro valency, and so on, has been a major bottleneck restricting the development of New Rural Economy and improvement of the lives of the peasant. As a consequence, from a peasant family as the minimum to all levels of the power company as the medium, then to a nation government as the maximum, exert themselves to take an active part in promoting the development of the rural power grid upgrading project.Post-evaluation of rural power grid upgrading project should conduct comprehensive evaluation towards that project after the completion of the project or a phase is completed. This paper may focus on post-evaluation of Tang County rural power grid upgrading project. On the one hand, our research not only adapts to the trend of improvement of the entire electricity market, but also could be applied to policy-oriented state support of rural network optimization. On the other hand, our study can also carry out evaluation for the upgrading of rural power grids of Tang County, while could make a summary of experiment and lessons for other upgrading rural power in future.This paper includes the following main contents. In the first place, we make a basic overview for Tang County rural power grid. And this section are consisted of the following three contents. Namely, electricity demand changes caused by changes in economic structural in Tang County, the existed status of rural power grids and the necessity of conducting upgrading and reforming, and the work plan for further upgrading of rural power grids. Secondly, we focus on post-evaluation of Tang County rural power grid upgrading project. We apply analytic hierarchy process (AHP) to determine the weights of different index. Meantime, we employ the fuzzy comprehensive evaluation method to make comprehensive evaluation for Tang County. Results of evaluation indicates that the project in Tang County is medium and high side. However, there exist some problems in the project implementation process. First of all, the project look down on the effect towards resources and environment which are looked up on by public on the contrary. At the same time, it is not so reasonable in the allocation of resources towards human, material, financial and so on. Secondly, standardized management has not yet been applied in Tang County rural power grid upgrading project. As a consequence, particularly unclear division of labor between the various departments results in the phenomenon of responsibility shirking frequently. Thirdly, there are not a rational planning about distribution of supplies. This circumstances make the project extremely waste. Therefore, we throw out some suggestions towards further upgrading of Tang County rural power grids. What our first advise is that paying more attention to technology investment in the process of upgrading rural power grid and improving its technical content as a result. Secondly, more consideration should be taken into the influence on the environment around Tang County in the rural power grid upgrading project. Moreover, it is to the utmost essential to strengthen its role in promoting environmental improvements. The third suggestion what we propose is that for one thing optimizing rural grid stuff, for the other improving the professional quality. Forth, we advise that taking more note of the effect on the peasant living. At last, Tang County should apply standardized management so as to clarify the relationship between rights and responsibilities among the various departments.
