Based On The PPP Model Of Highway Project Risk Research

With the rapid development of infrastructure construction in our country,public-private PPP mode application in engineering practice are becoming more common.The introduction of PPP model,on the one hand,can introduce social capital actively,for relief of the government's fiscal pressure play a role;On the other hand,the introduction of social capital,can transfer funds risk,improve the operational efficiency of the highway project,promote the rapid development of highway foundation in China.Considering the PPP mode the cause of the highway project their own characteristics,in the whole project construction,the construction and the final finishing operations,will face the risk of various complex factors in the process of how to choose the risk factors and risk sharing for the corresponding risk factors and control has become the PPP mode highway project is the key to successful operations.In this paper,on the basis of literature investigation and questionnaire,combining qualitative research and quantitative research,the highway project under the PPP model to evaluate risk factors research.First of all,on the highway related in this paper,the PPP project risk,identify the corresponding risk,preliminarily determine the highway project risk affect the PPP mode of 25 kinds of factors;Second,adopt the way of questionnaire to determine the PPP mode the key factors of the highway project risk evaluation,scientific,reasonable and effectively established the evaluation index system of risk factors,the index system includes five first-level indicators,16 secondary indicators,on this basis,the fuzzy complementary matrix constructed by using fuzzy analytic hierarchy process(AHP),to build the PPP mode highway project risk factors evaluation model;Again,under incomplete information constructing a dynamic game model of risk sharing between the government and enterprise institutions,and finally to Chongqing full to high-speed video,for example,using the theory of risk management to empirical research of the model,the highway project risk based on PPP mode the main influence factors and the evaluation results of risk sharing and control research,in view of different project participants different countermeasures and Suggestions are put forward.Not only can strengthen our country private enterprise in the process of highway investment risk management consciousness,the overall risk decision-making,scientific management,to a certain extent,also for highway projects in our country adopt PPP mode provides a valuable reference and reference.
