The Application Of BOT Financing Mode In Highway Construction And The Research Of Risk Appraisal System

Risk problem is a key problem of the investment in the BOT project for highway engineering. According to comprehensive analysis of the risk problem in the BOT project, this paper illustrates the particularity of the investment means, discerns the risk in the BOT project based on the risk style in the BOT project. This paper also discuss the risk management, risk analysis, risk assessment, risk control of the investment in the BOT project using the basic theory of risk management. Finally, a good example of these theories for highway engineering is given in the paper.1. This paper gives a systematical and detailed introduction to the main characteristic, means, contract frame and basic management process of the BOT project and to the basic method of the risk characteristic, risk style and risk management for the investment in the BOT project. This paper puts forward a reasonable structure for risk share and builds a rigorous agreement frame of law in order to guarantee and harmonize the relationship of the parties. This structure can help to give a reasonable distribution for the foreseeable project risk among the parties and realize the balance of benefit and equity of right and obligation so as to insure the effective implementation of BOT project.2. On the basis of the advanced experience, this paper provides a systematic assessment system for the project in accordance with the situation of our country, analyzes and assesses the risk grade in the BOT project of highway, puts forward a computation model according to fuzzy theory and gives a good example for the application of this theory in the project. At the same time, this paper gives a more comprehensive study of investment return ratio. Especially, this paper brings forward a computation model and gives a detailed study and analysis for the forecast method of traffic in the future.3. According to the study and research for the investment means in the BOT project of our country, many problems in the operation of BOT project are discovered, which were resulted from the intrinsic characteristic of the infrastructure in our country and the diversity of management department. This paper gives an analysis for these problems from the aspect of legislation, policy and finance and proposes some reasons of these problems.
