Research On The Comprehensive Evaluation Of Industrial Park In Xiangxi State

As a kind of industrial agglomeration,the industrial park is the gathering area and the main position of industrial development,and the main way to change the economic development mode and improve the quality and efficiency of development.Xiangxi state is not only the national key ecological function areas,but also the main battlefield of Wuling mountain area poverty alleviation,granted by the state industry support and preferential policies,development type,its industrial development,the development level of concern.Therefore,the choice of Industrial Park in Xiangxi state as the research object to carry out comprehensive evaluation research has important practical significance.First of all the definition,types and functions of Industrial Park,on the theoretical basis of industrial parks,including industrial cluster theory,growth pole theory,symbiosis theory and industrial incubator theory;secondly,from natural resources,economic infrastructure,traffic conditions,policy opportunities and other aspects,analyzes the favorable factors of industrial development in Xiangxi,the basic situation of the 9 Industrial Park of Xiangxi Economic Development Zone,Jishou Economic Development Zone,Yongshun economic development zone development are analyzed;thirdly,combined with the specific data,analysis of regional support capacity,Park comprehensive development ability,innovation ability,Park sustainable development capacity factors four aspects of the Xiangxi industrial park development,and build the comprehensive development of industrial park in Xiangxi consists of 4 first level indicators,16 level two indexes Evaluation index system,using analytic hierarchy process(AHP)to determine the weight of each index,using the Delphy Fa statistical indicators,constructed a comprehensive evaluation model,the level of development of industrial park in Xiangxi state was evaluated;finally,based on the evaluation results of the main factors restricting the industrial park in Xiangxi state,put forward the development strategy of improving development level of industrial park in Xiangxi state.The results showed that:(1)the comprehensive development level of 9 industrial parks in Xiangxi state()is significantly different,Jishou Economic Development Zone(=7.1352),Luxi high tech Development Zone(=6.7191)and the Jishou Economic Development Zone(=6.6247)comprehensive development level in a better level,Huayuan Industrial Zone(=5.6105),Yongshun Economic Development Zone(=5.5966)and Baojing Industrial Zone(=5.3917)comprehensive development level in the general level,Phoenix Industrial Concentration Area(=3.5818),Longshan Industrial Zone(=3.0082)and the Guzhang Industrial Zone(=2.9844)comprehensive development level in the lower level.(2)The main factors that affected industrial park in Xiangxi state development were: the investment is difficult,the shortage of development funds;the land supply less,difficult to show the scale economy;the innovation ability is weak,lack of endogenous growth momentum;the production of high energy consumption,industrial structure adjustment difficulties.(3)The development strategies of industrial park in Xiangxi state were: increase government support to boost infrastructure upgrades;increase the park land,to support the transformation of state industry;accelerate the introduction of talents,to enhance the ability of independent innovation;encouraging the development of clean energy,to promote industrial structure adjustment.
