Research On Logistics Development Evaluation And Countermeasures Of Xi'an International Trade And Logistics Park

Under the background of “the Silk Road Economic Belt and the21st-Century Maritime Silk Road”,Xi'an is the starting point of the ancient Silk Road,the biggest city along China section of the new Eurasian Continental Bridge,the bridgehead of China Western Development,and the core city of the Silk Road Economic Belt.Driven by the policy of building big Xi'an cosponsored by province and city,Xi'an gains its rapid economical development and ever-increasing total volume of imports and exports.Thus,the requirements of modern logistics is also getting higher and higher.As the core of Xi'an modern logistics construction,Xi'an international trade & logistics park exploits the advantages to the full of inland port and trade logistics.The park will effectively promote the development of foreign trade in Xi'an and the whole western region,enhance the opening to the outside world for inland areas,and integrate the systems of international and domestic logistics.Therefore,it's very significant to study the logistics development of the park and put forward some countermeasures.Firstly,this paper analyzes and summarizes the development course,strategic positioning and logistics operation areas of Xi'an international tarde &logistics park.And it is of great significance to promote the development of modern logistics industry in Xi'an,drive economic development of the surrounding areas,achieve the national strategy and realize the interconnection of the Silk Road Economic Belt.Relying on three logistics platforms of Xi'an comprehensive bonded zone,Xi'an railway container center station and Xi'an highway port,it forms three logistics operations areas of international logistics documents operating area,container operating area and bulk operations area.Then using SWOT analysis method to make a preliminary analysis on the current logistics development of the trade & logistics park,it draws out the conclusion that the advantage is greater than the disadvantage and the opportunity is more than the threat.Secondly,reference to the logistics performance index of theWord Bank,it constructs the evaluation index system of logistics development combining with the actual development of the park.The system includes 6first-level indicators and 19 secondary indicators.The first-level indicators are respectively the implement effect of policy and regulations,the resullts of service delivery performance,the basic operation of the park,the performance of the main platforms,the construction of qualified personnel and the level of hinterland economic development.Followed by using the analytic hierarchy process to determine the index weight of the evaluation index system.Thirdly,through experts' advice and scoring combined with the related logistics development data of the park and the relevant fields of other cities in inland areas,this paper analyzes the logistics development of the trade & logistics park by the fuzzy comprehensive evaluation method.Through the empirical analysis,it is concluded that the overall logistics development level is medium for Xi'an international tarde & logistics park.Then after analyzing furtherly the main problems of its current logistics development,it gets conclusion that the comprehensive bonded area is not fully utilized,that the inland port industrial park has not yet formed,that the relevant policies and regulations need to be improved,and that the professional talents are lacking.Finally,combined with the evaluation results and expert opinions,this paper puts forward four countermeasures: integrate into the construction of the free trade area,develope the inland port industry,carry out system construction and strengthen park by talents.
