To speed up the transformation of economic development patterns,the fundamental way out is the independent innovation,R&D activities are the source of independent innovation.Facing the international situation of complex and changing and domestic environment for the development of slowing steadily,It is significance to insist for economic construction and social development in Inner Mongolia.to enhance the innovation ability of science and technology as the core,the top design,scientific planning innovation deepening system reform,build innovation environment.Based on this background,to explore the research and development(R&D)activities in Inner Mongolia in scale and output efficiency is reasonable? What have R&D activities space distribution activities characteristics under the research in Inner Mongolia? Whether is R&D space overflow? Whether t is any change for R&D spillover mechanism under effecting of geographic distance? The crucial problem to be solved is the main content of this article research based on function knowledge,therefore,the endogenous economic growth theory as the ideological basis,The study found that:(1)by using variable parameter model and c-d function,measuring the R&D activities on the contribution to economic growth,it is concluded that 15 years contribution rate change is divided into four stages,cycle for 5 years,are U change,Inner Mongolia,the average contribution rate was 23.25%,lower than the national average of 25%,but the annual R&D spending growth faster than average annual GDP growth.Show that R&D investment on economic growth in Inner Mongolia as weak constitution,should pay attention to research and development(R&D)activities in rationality,validity and dig up the potential of R&D activities to promote economic development in Inner Mongolia,maximum limit will R&D input is converted to promote economic growth.(2)using the BCC model in data envelopment(DEA)and super efficiency DEA model,measure 30 provinces,municipalities and autonomous regions R&D input and output of relative efficiency,lack of R&D input redundancy and output rate of Inner Mongolia.Comparative analysis,the super efficiency DEA efficient provinces comprehensive value gap,the DEA efficient provincial accounted for 76.7%,including Inner Mongolia for serious DEA invalid only 0.2053,technical efficiency and scale efficiency of ranks;Inner Mongolia R&D personnel of full-time equivalent input redundancy rate was 79.45%,the R&D funds input redundancy rate 86.22%,technical market turnover insufficient output rate is 70.94%,high technology industry new product sales income insufficient output rate is 82%.At the scale increasing return stage,input redundancy and output deficiency,show that R&D input and output efficiency is not optimistic,the technical efficiency and scale efficiency remains to be improved,the R&D input is limited into R&D output.(3)the doberman space model was used to the country 30 provinces domain,two kinds of spatial diffusion Angle of Inner Mongolia,based on the negative exponential attenuation spatial weight matrix to analyze spatial spillover effects of R&D.The conclusion is: the R&D personnel input,R&D spending,degree of industry specialization and industry diversification degree output has a promoting effect on R&D activities;Based on spatial diffusion Angle of Inner Mongolia and other provincial R&D activities output per 1 unit,the R&D activities of Inner Mongolia rose by an average of 0.017 units of output,although not as good as the national perspective spillover effect significantly,but can explain the other provinces of R&D activities significantly and positively affect the output of R&D in the Inner Mongolia autonomous region;According to the selection of indicators,the spillover effects of R&D effort is not obvious,but other areas to increase R&D spending of spatial spillover effects of R&D has significant effects on R&D activities in Inner Mongolia,the degree of specialization and industrial concentration degree of the spillover effect is not significant,the two independent variables in Inner Mongolia and other provinces and cities have a promoting effect is not obvious R&D activities output.R&D activity space overflow with geographic distance changes,present first downwards parabola model,lowered after four stages nationwide spatial spillover effects of R&D,and in 200 km to 1500 km stage,R&D spatial spillover effect is positive significantly;Based on Inner Mongolia and other provinces spatial diffusion,divided into two stages,350 km to 350 km is a stage,R&D personnel and capital investment,the degree of industry specialization and agglomeration turned out of the overflow,and peaked at 700 km.
