| At the beginning of the reform and opening up,due to the large gap between China and developed countries in the world,it pursued catch-up development,and the industry mainly focused on underdeveloped industries.In the technical field,it is mainly introduced,digested and absorbed without self-innovation.As China’s economic aggregate and economic strength have rapidly increased,the technological gap with foreign countries has gradually been bridged;and as China’s resource constraints are tightening and environmental conditions are gradually deteriorating,new development ideas and concepts are urgently needed.In view of this,a new expression of "high-quality development" was first proposed at the 19 th National Congress of the Party.This means that China’s economy is in a stage of "turning from a stage of high-speed growth to a stage of high-quality development." One of the fundamental ways to achieve "quality development" is to improve a country’s innovation strength and ability.The problem of weak innovation ability that has been criticized has begun to receive attention at the national level,and vigorously promoting innovation as a powerful country is regarded as a new way and new method of China’s socialist modernization in the new era.Under the guidance of the central policy,as the importance of innovation has been widely recognized in all walks of life in China,all localities also regard the improvement of innovation development capabilities as an important breakthrough in promoting the further development of the local economy,and have increased their focus on innovation.Investment,China ’s progress in the field of innovation is also obvious to all.But has China achieved a "national chess game" in the process of innovation? Has the "Innovation Community" been formed in the provinces of China? Are measures taken between regions to promote coordinated development of innovation? Or continue to adopt the "standard" competition? Therefore,this article explores the role of R & D capital investment and space spillover in the innovation efficiency of various provinces,and provides new ideas for China’s innovation development.Given that China is a large country with huge differences in economic,cultural,and policy areas,this paper uses a three-stage DEA method to remove the different environmental backgrounds of each area,and finds that the environmental factors of each area are innovative There is a large interference effect on efficiency.Among them,the eastern coastal region is hindered by environmental factors,and the central and western regions and the northeast region are promoted by the environment.From this,the actual innovation efficiency of 30 provinces,autonomous regions and municipalities in the country excluding environmental factors was calculated from 2007 to 2017,and then the impact of investment in research and development in various regions on innovation efficiency was investigated,and the following factors were used as control variables: The degree of openness to the outside world,infrastructure,industrial structure,Internet development and the quality of local talents.In the empirical process,first establish the ordinary panel model of the OLS method.Through the use of LM,LR,Wald and other related tests,it is found that the benchmark model has spatial lag and spatial error.Perform spatial analysis.Four different spatial weight matrices are set: W~1 handover weight matrix,W~2 inverse geographic distance weight matrix,W~3 economic distance matrix and W~4 inverse geographic economic nested matrix.The space panel Dubin model was established to conduct a spatial empirical analysis of the impact of investment in R & D funds on innovation efficiency,and the direct and indirect effects of R & D funds were discussed from the perspective of space overflow.The empirical results point out that with the investment of R & D funds,the local innovation efficiency has been significantly improved;however,the increase in R & D funds in the region has a negative space spillover effect.The efficiency of innovation has declined in regions or regions with close economic ties.At the same time,in the control variables,this paper finds that with the deepening of the opening to the outside world,the local innovation efficiency has been significantly improved;the higher the level of infrastructure development in a region,the higher the innovation efficiency has been correspondingly improved;the development of the Internet economy,It will also increase the efficiency of innovation in the region.However,the level of industrial structure is too high,especially with the rapid development of the tertiary industry,regional innovation efficiency tends to decline;in terms of the quality of local talents,although the increase in their quality is conducive to the improvement of innovation efficiency,the effect of the improvement Smaller,and the significance level is lower.The conclusions of this paper are as follows:(1)The spatial distribution of innovation efficiency in various regions of China presents a non-random and non-equilibrium distribution.(2)There is a positive correlation between the geographical location,economic development level and other areas where the innovation efficiency of the region is positively related.(3)The large investment in R & D funds is conducive to the improvement of innovation efficiency in the region.(4)Affected by the knowledge spillover effect,there is a positive spillover of innovation efficiency among various regions of the country.However,investment in R & D funds has led to the highlight of the “backflow effect” in the field of innovation. |
