Research On The System Reform Of Grassroots Industry And Commerce Administration Under The Background Of Big Department System

Since the reform and opening up,China's economic and social development has made remarkable achievements."Economic guards"-industrial and commercial administration has played an important role.At present,China's economic development has entered new normal and the transformation of government's functions has speeded up.A new round of reform on administrative system has put forward new requirements for the industrial and commercial administration departments.Several Opinions from the State Council on Promoting Fair Competition in the Market to Maintain Normal Market Order,which was published on June 4th,2014,requests that a modern market system which is based on uniform,open,orderly competition,honesty,law abiding and powerful supervision should be established and the reform on the market supervision system of the county government should be accelerated and explore a comprehensive set of market regulators.The main purpose of this paper is to study the problems faced by the county-level industrial and commercial departments and concrete steps to deepen system reform,to improve the strategies of system reform on industrial and commercial departments at the grass-roots level,and to explore a scientific,reasonable and high efficient market supervision system.This paper contains six parts.The first part introduces the research background and its significance,as well as the research status of related fields at home and abroad,which clarifies the research methods and ideas of the paper.The second part expounds the related concepts and theories of the reform of the Department of industry and commerce.The third part expounds the status quo and necessity of the reform of the industry and commerce market supervision department under the background of the Ministry system.The fourth part,according to the analysis of the current situation,puts forward the problems faced by the reform of the industrial and commercial market supervision system of Shangrao county.The fifth part,from the transformation of functions,strengthen team building,improve the regulatory system and other aspects of the grass-roots industrial and commercial market to improve the regulatory system countermeasures.The sixth part is the conclusion.Through the above exploration and research,the author hopes to provide a reference for promoting the system reform on the industrial and commercial departments under the current situation.
