S Design Institute was founded in 1986,is directly under the university engineering design and Research Institute,in response to the national policy in 2012 from enterprise into state-owned enterprises.Due to the restructuring of the parties resistance failed to achieve substantive breakthrough,although according to the enterprise operation to perform independent operation,independent accounting,self financing,but still by the superior asset management company unified management,performance appraisal methods set by the parent unit.In the national economy new normal environment,by the impact of the real economy slowdown,S design institute management situation is not optimistic,because the current performance evaluation system on economic indicators and short-term benefits,leading to frequent problems in business management,directly affect the long-term healthy development of the S Design Institute.In view of this,the system has become the urgent needs of S Design Institute,in order to find the bottleneck of the development of the system,put forward effective solutions.In this paper,firstly the S Design Institute of original performance evaluation system for analysis,found in the system construction and standard design targets are not perfect,the standard of evaluation is not accurate;pay attention to financial indicators,ignoring non-financial indicators;the importance of internal indicators,ignore the external factors;attention to reality,ignoring the long-term planning of four kinds of problems.Secondly,based on the analysis of S Design Institute of strategic objectives,considering the multi-objective requirements in performance evaluation,using the Balanced Scorecard Principle,established by the financial level,customer level,operation level,learning and growth level Four performance evaluation index system,using fuzzy analytic hierarchyAnalysis method(F-AHP)to solve the weight assignment of each index and multi index comprehensive evaluation problem.Finally,the comprehensive evaluation system,in a number of criteria based on the given in the S Design Institute,the overall performance of the current system,comprehensive evaluation,and according to the evaluation results to improve the overall performance of the S design institute the bottleneck,measures to solve the current development.
