Labor dispatch as a new,auxiliary recruitment patterns,originated in the United States,the rapid development in Europe,Japan and other developed countries.After China’s reform and opening up,with the rapid development of industry,service industry,enhance the mobility,enterprise cost competition intensified,labor dispatch has been booming in our country enterprise employee,are more and more state-owned enterprises,foreign enterprises and other labour-intensive jobs.There’s little doubt that this kind of flexible and relatively low human capital labor model for enterprise development has increased.After the Spring Festival in 2014,the state of human resources and social security issued the interim provisions on labor dispatch,the scope of the use of labor dispatching,jobs and businesses use the proportion of labor dispatch made specific provision.Enterprises can only be used for temporary,auxiliary or substitute job dispatching form,and the total ratio should not exceed 10%.Based on intensive sales foreign-capital enterprise B company as an example,introduces the current situation and main problems of labor dispatch staff,and explore to solve these problems,makes every effort to find a kind of conform to the requirements of the "new rules",about the leasing employees and to improve the enterprise human resources management of the new scheme.This article mainly from the labor dispatching,hr outsourcing and direct labor contract relations,this paper analysis the three in labor relations,equal pay for equal work,and employee relations and so on three aspects to analyze advantages and disadvantages,through to the B the paper analyses the characteristics of the enterprise actual labor costs and sales,finally confirmed a new human resources plan.Finally,the scheme of the implementation of the specific measures are given.Through the study of this article,not only to the B company provides the feasibility of a new human resources management plan,to the New Deal at the same time,other enterprises provides a new idea of change management solution. |
