Since 2001,China's import and export industry has been developing rapidly.In 2013,China surpassed the United States for the first time,and became the largest export country in the world.World Trade Organization released Global trade statistics and outlook in 2015,the statistics show that China's export trade was still ranked first in the world,and occupied 13.8%of the world trade share.Therefore,in the post crisis era,China is likely to become the object of criticism of the importing countries and may lead to some retaliation.More and more countries are turning their trade protectionism to China,which has seriously restricted the long-term and orderly development of China's foreign trade and the legitimate interests of export enterprises.At this point,we need a kind of effective social force to manage the foreign trade of our country,maintain the stable development of China's export trade,and avoid the economic ups and downs.The trade association is the product of the transformation of government functions and the long-term development of the market economy.Especially in the export control process,industry associations can also show the government and enterprises are unable to reflect the advantage,and play a positive role in promoting the export trade,to resolve trade disputes,maintaining the trade order.First of all,based on the analysis and summary of previous research results,this paper defines some concepts related to the export management of trade associations,and comments on the current research results.Secondly,using the theory of "prisoner's dilemma",the theory of bounded rationality and transaction cost,and the theory of public pond resource,the paper explains the mechanism of trade association's participation in export governance.Then,on the basis of Olsen's theory of collective action,the reputation mechanism is introduced to construct the theoretical framework of the extended collective action theory.Through comparative analysis of the United States' tire special safeguard case in 2009 and the Sino US card bus tires "double reverse" case in 2016,analyzes the causes of China Rubber Industry Association successful defense,further demonstrates the positive role of industry associations in the export control,and provides a reference that other domestic industry association studies.However,overall,China's export trade associations in the governance,that has many aspects need to be improved,such as the industry self-regulation,public relations and information transfer to the government and enterprises.The reason is mainly due to lack of the legal status of Chinese trade association members.The coverage is not yet clear and narrow,and industry representatives is poor,that is difficult to reflect the advantages and role of industry associations to participate in the governance of the export.In addition,trade associations' service awareness is low,and lacking of professional ability.Staff level is not high and funds is not enough and other problems.These problems are further hampered the industry association to play its due effect on export control.Finally,from the two levels of government and industry associations,the paper puts countermeasures to improve the level of China's trade associations.
