By the end of 2012,some industries in China had begun to suffer from serious overcapacity.To tackle this issue,the government has stepped up efforts to cut overcapacity since 2013.In the process of de-capacity,the matters of declining benefits and unemployment may lead to workers' dissatisfaction and labor conflicts.Therefore,this paper focuses on whether benefit-infringement workers will choose collective action when they feel dissatisfied during the process of de-capacity? Will mechanisms for the coordination of labor relation that the authorities and companies established help avoid collective action? The exploration of these problems is beneficial to avoid systemic risks and achieve the goal of capacity reduction.To research the influence of benefit infringement on workers' selection preference of collective action in overcapacity company,this article constructs binary logistic regression model based on the survey data of 1638 employees in 74 enterprises.The results show that workers' selection preference of collective action is influenced by various factors such as benefit infringement,region,enterprise property,employee type,education level and census register.The higher the degree of damaged rights and interests,the stronger the willingness of workers to participate in collective action.The trade union,enterprise labor dispute mediation committee and internal communication mechanism are conducive to alleviate the collective action caused by interest infringement,while the democratic participation has no significant influence on the relationship between damage of interests and workers' selection preference of collective action.Based on the study findings,this paper proposes some countermeasures and suggestions to avoid the risks of labor relations in the process of capacity reduction.Specifically,the authority ought to introduce policies which help protect employees' interests during the reduction of overcapacity,and the unions should strengthen their role in creating new jobs,organizing vocational skill training,promoting innovation as well as democratic participation.What is more,the labor dispute mediation committee can become an important channel for the expression of internal opinions,and to turn passive communication into active communication,companies are supposed to improve and establish the mechanism of active internal communication.
