| In recent years,with the continuous changes in the domestic and international environment,the water industry is facing an increasingly complex competitive environment.In order to achieve the preservation and appreciation of state-owned assets and ensure the long-term development strategic objectives of enterprises,the water industry is facing the challenge of management upgrading.From the perspective of comprehensive budget management,most enterprises in the water industry still adopt traditional budget management,with most of their business and budget data still in a separate state.There is a phenomenon of "two skins" between business and budget,which makes it difficult for comprehensive budget management to play a "baton" role in a highly competitive and complex market environment.Therefore,in order to promote high-quality development of enterprises,it is necessary to reconstruct a comprehensive budget management model that can be applied to the new situation.From the perspective of industry finance integration,building a financial sharing center and integrating information from business departments,budget departments,and financial departments can ensure the long-term healthy development of enterprises.Based on the above background,this article takes Chongqing Z Water Company as the research object,and conducts research on the selected topic through literature research and case analysis methods.Firstly,through reading a large number of domestic and foreign literature,this article elaborates on the relevant literature and theoretical basis,providing support for the following article.Secondly,by reviewing the current comprehensive budget management situation of Z Water Company,it is found that there are many problems in the comprehensive budget management of Z Water Company from the perspective of industry and finance integration,such as budget not being strategic oriented,business and budget data still being separated,business departments and financial departments being disconnected,lacking communication,and not closely connected.To address these issues,suggestions for optimizing comprehensive budget management based on industry finance integration are proposed:(1)Build a strategic oriented comprehensive budget management that integrates industry and finance;(2)Establish a budget management organization that cooperates with industry and finance;(3)Strengthen the coordination between industry and finance in the budgeting process;(4)Promote the integration of industry and finance in budget implementation;(5)Strengthen budget assessment under the integration of industry and finance.This article is based on the study of comprehensive budget management optimization from the perspective of industry finance integration.This article introduces industry finance integration into fixed asset management for research,which helps Z Water optimize budget management and improve the level of comprehensive budget management;At the same time,it is also expected to provide some reference value for the comprehensive budget management innovation of other companies in the industry. |
