Human resource is the most important resource of modern enterprise,and the management level of human resource determines the breadth and depth of an enterprise’s development.In practice,human resource management is the field in which management risks are most likely to occur.At present,domestic commercial banks are facing more and more risks from human resource management,which requires our commercial banks to pay attention to risks in human resource management,identify and prevent these risks,and finally achieve healthy and sustainable development.This paper makes an empirical study on the human resource management risk of a secondary branch of a state-owned commercial bank,which is mainly divided into three parts.Firstly,relevant literature on human resource management risks at home and abroad are sorted out and theories on human resource management risks are summarized on the basis of clarifying the research content,research methods,research ideas and research framework.Secondly,an empirical research is carried out.After analyze the current human resource management situation of a state-owned commercial bank’s secondary branch as the research object,the risk identification and evaluation methods of the research are determined.A series of preparations are made in advance to start the risk identification and evaluation work.Finally,based on the assessment of the major risk factors,corresponding solutions are explored and sought from the three levels of human resource management.With the knowledge of the human resource management and risk management,This paper analyzes a state-owned commercial bank’s secondary branch in clear research ideas and scientific methods,hoping to provide researches and solutions to human resource management risk for domestic commercial bank.In this way,the domestic commercial banks can get reference and help to solve the human resource management risk in better ways.The main contributions of this article includes following points.First,On the basis of a large number of literature,this paper comprehensively sorts out various theories of human resource management risks and conducts exploratory research in some aspects.For example,in terms of the definition of human resource management risk,it is pointed out that it should have three elements of "event,probability and consequence",which enriches and improves the description of the definition.Second,the general idea of the study is determined to be the five-step cycle improvement method(definition,identification,evaluation,analysis,prevention and control)in the improved six sigma method,which provides a process framework for the overall management of human resource management risks.Third,this paper chooses the flow chart analysis method and fishbone diagram analysis method as risk identification method,and risk matrix assessment method and questionnaire method for risk assessment method.It not only helps to directly analyze each risk factor,but also provides reference for domestic commercial banks in choosing identification and evaluation methods to manage human resource risk.Fourth,in the identification and assessment of human resource management risks,it is very helpful to establish an expert group for the analysis no matter which qualitative and quantitative analysis methods are used.Fifth,in the process of carrying out the questionnaire survey,the person who initiates the questionnaire survey needs to have active communication with the respondent,so that all kinds of problems encountered in the process of questionnaire survey can be solved.Sixth,this paper identifies which of the three levels of human resource management(the level of management philosophy,the level of management system and the level of management technology)has problems at the high risk level elements,and then finds corresponding solutions from certain level,so as to solve the problems in a more comprehensive way.
