Human resource management is increasingly of importance ineconomic development and government department. Currently, theScientific Academy of Land and Resource of Henan has no aneffective check and appraisement of human resource management, andhas no a management system of human resource that meets overallinformative process. The thesis is focus on this program. In the thesisthe importance and its key function of the human resourcemanagement is first introduced briefly, the theory and mathematicalmethod of human resource check and appraisement are formulated,the task, existing status of human resource management and designof human resource check and appraisement system are analyzed forthe Scientific Academy of Land and Resource of Henan. Secondly,the way of the appraisement of human resource based on relationmatrix method and the content of performance check are introduced indetail. Again, the IT point of penetration and the purpose of the checkand appraisement system of human resource for the ScientificAcademy of Land and Resource of Henan is in detailed analyzed.Finally , the check method based on objective management isestablished, and the index system and weight system of the personnelappraisement based on relation matrix method are established. Thecheck and appraisement system of human resource, consist of 8subsystems, was established, and inter-relation between thesesubsystems and their functions are analyzed. The running effect of thecheck and appraisement system of human resource is illustrated, itsrealistic meaning and the innovation of such a information system ispointed out.
