China's Energy Logistics Military-civilian Integration And Emergency Network System Construction

In recent years,with the concept of "civil-military integration" is increasingly deep into the national development strategic planning,more shows that China’s military and civilian development to promote the determination.Now,"the Integration of military and civilian development" has become important strategic thought in China,related to the whole of economic development and national defense security,not only rejuvenating the country,but also is a strong military policy.With the national economic development,the energy geopolitical situation is extremely nervous,"Fighting for Energy" has become the trigger to provoke future wars.Energy is not only the lifeblood of the country’s economic prosperity and national security,but also is the essential material basis for military war logistics.In order to cope with the challenge of energy security and help the military transformation,deepen the integration of military and civilian,energy logistics will boost the integration of military and civilian into a new stage of development.Deepening local energy logistics enterprises with the army effective docking,build military and civilian integration type emergency energy security mechanism and emergency scheduling optimization model of oil and gas,timely protection of military operations oil and gas supply to solve the oil shortage crisis,maintaining national energy logistics security and its important practical significance.Therefore,it is necessary to carry out a prospective study and discussion on this topic.By making a comprehensive analysis of domestic and foreign academic scholar’s research results,this paper is divided into six chapters to explore the related issues.The first chapter introduces the relevant background,significance and literature of the integration,based on the emergency mechanism of energy civil-military integration of logistics in our country under the strategy of "The Belt and Road",as well as the main research contents and innovative points of this paper.The second chapter introduces the case of the integration of military and civilian logistics resources between Chinese and foreign countries,and puts forward the reconstruction of military and civilian shared logistics management mechanism,and also proposes the direction and path.The third chapter discusses the strategic connotation of civil military integration in the field of energy,and to the Shandong Peninsula as an example,studying the mechanism and countermeasures of the innovation and development of energy logistics,and for the the safety ofChina’s energy logistics problems,constructing logistics information platform and energy security early warning and emergency response system.In the fourth chapter,the fuzzy comprehensive evaluation method is used to study the location problem of energy emergency base.In the fifth chapter,by considering the guarantee time window,the optimal model of oil and gas resource emergency dispatching based on time window is established to ensure the timely and rapid response to energy crisis and maintain national energy logistics security.The sixth chapter summarizes the whole thesis.
