| In 2017,National Committee for the Development of Civilian and Military Integration held a meeting and added the Development of Civilian and Military Integration into the national strategy.This is a great achievement of the development of China’s national defense construction and economy,a great strategic decision to ensure the national security,and a great act to increase China’s strategic advantages in the world.But the Civilian and Military Integration has a great impact on the traditional military enterprises,so it is time for traditional military industry enterprises to transform and upgrade.The Aviation Industry Corporation of China released ‘the decision of implementing the National Strategy for the Development of Civilian and Military Integration’,claiming to accelerate the Civilian and Military Integration with full elements,various fields and high efficiency,so that the Aviation Industry Corporation of China can accomplish the mission of ‘developing China with aviation’ and contribute to the achievement of the Chinese Dream.Company A is a large military industry enterprise,a main base for the production and export of aeronautical weapons and equipment,and an important manufacturer of civilian aircraft components in China,which has made great contribution to the production and manufacture of national aviation weapons and equipment.In the Thirteenth Five-Year,Company A sets the goal to transform and upgrade,and then develop into a modern aviation manufacturing enterprise,so it is necessary to formulate a strategy for transformation and upgrading based on Civilian and Military Integration.This paper uses Company A as the main object of the research.First of all,this paper summarizes the research achievements on Civilian and Military Integration at home and abroad,and the ways,circumstances and characteristics of military enterprises to transform and upgrade.Furthermore,this paper depicts the current situation of Company A,and what Company A did to accelerate the Civilian and Military Integration.Then it uses the PEST and the Five Forces to analyze the external environment of Company A,summarizes the opportunities and threats,analyzes the internal environment of Company A,including technical capability,innovation capability,supply chain management capability and so on,and then summarizes the strengths and weaknesses.Moreover,this paper formulates the strategy for transformation and upgrading of Company A based on Civilian and Military Integration,then use SWOT to formulate SO、ST、WO、WT strategies and the seven methods to achieve the strategies,including ‘optimize the organizational structure and establish a competent and efficient work system’,‘focus on the aviation industry and enhance the core competence of the enterprise’,‘promote cooperation and development between civil and military and establish an open scientific research and production system’,‘enhance the capability of supply chain management and establish an open cooperation platform’,‘improve the abilities of employees’,‘construct the Party and accelerate the Civilian and Military Integration’,‘coordinate the relationship between the Civilian and Military Integration and keeping national secrets’.Finally,this paper summarizes the results of the research,and proposes the direction for the research in the future.The conclusions and results of this research provide useful references for other military industry enterprises and institutes to formulate their development strategies for transformation and upgrading based on Civilian and Military Integration. |
