Research On The Spatial Layout Of China's Energy Logistics Network Based On The “Belt And Road”

China's energy production and consumption has been growing rapidly since 2000,and energy production continues to be lower than consumption.Sources of oil imports are mainly in the Middle East,and West Africa,the Former Soviet Union,South America.The oil shipping lines that imports from the Middle East,Africa are relatively single and highly dependent on the Strait of Cape of Good Hope,Malacca Strait and Hormuz.The higher external dependence and the imbalance in energy access are serious threats to national security and energy security.As a big energy consumption country,in order to ensure the national energy security,on the one hand we should couple with the increasingly severe energy geopolitical situation,on the other hand we should dissolve the environment risk of energy channels simplification.With the implementation of the strategy of "the Belt and Road",the energy logistics will undertake the due obligations of optimizing and upgrading the national energy strategy,energy reserves and energy security in response to the numerous and complicated situation such as the evolution of international energy pattern.Based on the above,the paper summarizes the development of energy strategy and logistics of the major countries in the world.On the basis of the domestic and international academic research,first of all,the energy logistics structure and energy logistics development at home and abroad are analyzed,and our country energy logistics supply structure and the development trend are explored;and the paper analyzes our energy logistics strategy's contain and point of the Belt and Road from some aspects such as the energy logistics cooperation environment,commercial ecological system,overall development orientation and the top-level design,and the location of energy reserve base is studied by means of the centre-of-gravity method and the maximum covering location;finally,using the fuzzy comprehensive evaluation,the paper makes a further discussion on our energy logistics network and the space layout.In the first chapter,the research background and significance of our country's energy logistics network and the space layout based on the "the Belt and Road" strategy are expounded,and the current research situation,the research content and innovation of this paper are introduced.The second chapter introduces the experience of foreign energy security and energy logistics management system,and analyzes the basic situation and optimization of China's energy supply structure.In the third chapter,the paper discusses the energy cooperation environment under the strategy of "the Belt and Road",and the location of energy reserve base is studied by means ofthe centre-of-gravity method and the maximum covering location,trying to explain the strategic implication and the deep concept of our energy logistics.In the fourth chapter,it evaluates the energy reserve bases in the seven economic regions with the fuzzy comprehensive evaluation method,optimizes the energy logistics network and space layout,and adjusts the energy supply structure.
