The logistics industry is now the most active economic industries. In recent years, logistics industry in our country has developed rapidly and emergency incidents occur frequently. Researchs have more emphasis on emergency logistics research. This paper solve the problem of logistics emergency using SOA framework to design a web-based services for logistics emergency system, and study the route optimization and emergency plan for logistics. The main results obtained are as follows:This paper proposes the emergency problem of logistics and uses the web service architecture to achieve a logistics management platform which integrates various third-party logistics. In this system, the information resources and the softwares of various providers are considered as independent web services, and the information exchange between information provider and system is through a series of services.By calling the weather WebService access weather information as well as weather information enabling the classification process, this paper designs and implements a path optimization algorithm, the GIS map shows the path to meet the timeliness requirements in logistics.A risk warning model is established based on weather and road rules, and logistics warning subsystem is established to guarantee the efficiency and safety in logistics.A decision support system for logistics is designed and implemented. Ontology and reasonding are introduced in the emergency decision-making process, so that the system has a certain self-emergency decision-making capacity. The speed and efficiency are improved by using ontology and rules to achieve timely, effective, reasonable effect and the losses are reducted.In summary, the key technology of logistics emergency is studied based on web-based integrated logistics services. The decision support system for logistics emergency is designed and implemented, the services-based path optimization techniques are studied, the emergency model is built by using rules, and ontology for logistics emergency is built. The system can make corresponding decision for exceptional situation, thereby the exceptional situation and property losses are reduced.
