With the change of global pattern and the adjustment of industrial structure,the"the Belt and Road Initiative" will be the focus and core of the development of China’s economy in the next ten years,and the "going global" of Chinese enterprises will enter a new era.The logistics industry,as one of the key industries to weigh the national economic development,has become the focus of world attention.Therefore,the outside Free Trade Area Bonded Logistics Park will be the main basis for implementation of the "the Belt and Road Initiative",and the MBS Free Trade Area Bonded Logistics Park as the first large-scale cooperation between the China and K,is the strategic springboard to achieve the domestic industry capacity transfer,close China’s trade relations with the East African Community,promote the regional economic development process,and enhance the international competitiveness of China’s logistics enterprises,while the enterprise cluster to the sea,disperse the risk through the synergistic effect,which is a win-win model.MBS Free Trade Area Bonded Logistics Park as a national strategy,especially the support and start of the "the Belt and Road Initiative",its planning construction and effective operation will play an increasingly important role for the "going global" of Chinese enterprises.Therefore,this paper aims to carry out a good internal planning layout with the scientific and systematic methodology,to form a set of scalable and replicable development model of the outside Free Trade Area Bonded Logistics Park,to expect to provide support and reference for the outside Free Trade Area Bonded Logistics Park in China with the larger,wider areas and higher leveldevelopment,and to give some reference for the future development and the strategic development of globalization of Chinese enterprises at the same time.First of all,this paper makes a scientific forecast of the logistics demand of MBS port by using gray prediction method and data modeling method,and then draws the area of each function area on the basis of this.Secondly,this paper makes scientific and reasonable planning and design of the park with the improved SLP method.On the one hand,the improvement is to consider the external traffic factors as a virtual function area within the park,so as to realize the reasonable convergence and efficient operation of the internal and external of the park.On the other hand,using the heuristic method of graphic construction,combined with the comprehensive relationship between the functional areas,the final layout scheme of the park is obtained.Finally,based on the layout of the park,the paper puts forward the development suggestions in the later period of MBS Free Trade Area Bonded Logistics Park,so as to provide the theoretical support and decision basis for the layout planning of the similar park.
