Saving resource and rational consumption is the everlasting topic of human society.As the important carrier of the ecological system,water is the most valuable human resources.According to China Statistical Yearbook,China's per capita water resources is only a quarter of the global average,is the most poor fresh water resources in the country.Therefore,the importance of water metering increasingly clear.Metrology of the fine and intelligent not only reflects the level of science and technology,but also an urgent task of social development to overcome the technical problems.The intelligent water meter in our country has experienced nearly 20 years of history.The current meter 80%exists in the form of mechanical watch,due to the technology level of smart meters and water meter renovation costs.In view of this,the development strategy of CR company can be understood as seeking second startup competition way is solving the problem of "difficult to meter",decided to take advantage of R&D and technology accumulation for innovation of the water metering intelligence collection series.Next,the business strategy research and decision-making will increases the chances of CR company's survival and performance.Through a lot of strategic management literature reading and understand both at home and abroad,this paper expounds the development of the enterprise strategy theory,summarized the present three kinds of competitive strategic thinking,and sums up the small and medium-sized enterprise of science and technology strategy positioning principle.In this paper,the PEST model and Porter's five-force competition model are used to analyze the macro environment and industry status of CR company,including an objective comparison analysis of the electronic smart meter in the existing market,and summarize the external environment,induces the opportunities and threats in the enterprise,which established the CR company's external factor evaluation matrix to quantify empirical evidence.In the internal environment,through the company's resources description,the core business of the company systerm to carry on the detailed elaboration,including the system of centralized meter reading and Internet of things such as the two programs and the system's core strengths,which summed up the enterprise's internal value chain,the internal factor evaluation matrix was established,more intuitive CR company's strengths and weaknesses.This paper establishes the SWOT analysis table through the in-depth analysis of the internal and external environment of CR company,which leads to the enterprise has good environmental situation,can take the growth strategy.At the same time,this paper plans the current strategic objectives and determines the integration strategy of the cost advantage and focus strategy in the dynamic environment.It puts forward the strategy of combining the good quality,grasping the purchasing engine and improving the professional level of and so on.And the paper puts forward the key points in the process of strategy implementation,including lean management and technological innovation from both hardware production and software development,and establish good cooperation with operators.Finally,the article puts forward safeguard measures,such as improving the company's charter,building brand culture as well strengthening enterprise training,while creating a harmonious working atmosphere,and from the election,education,use,stay four dimensions to optimize the talent structure,and the introduction of balanced scorecard system.CR company is the era of excess capacity of the era of competition in the small and medium-sized technology enterprises business miniature,by virtue of the unique technology innovation and business strategy research model.Using the collected data to put forward the corresponding high e:fficiency and strong operation strategy,establish a set of standardized business strategy system,open the dynamic competition under the stock market rather than the incremental market door,this paper laid a solid foundation for the future of the enterprise.I believe that in the field of future water metrology,there must be a seat of CR company,and the progressive realization of the electricity,gas,heat metering areas of horizontal integration expansion strategy,which other contemporary small and medium enterprises have a good reference and demonstration effect.
