The Design Of Performance Appraisal System For Meter Reader Of Huludao Water Company

As a natural monopoly state-owned enterprises,although there is no competition in the market,but also faced with crisis and difficulties.Tap water is regulated by the government pricing,enterprises independent pricing,and from the institution transformation of enterprises,the company also needs to be self financing,so the tap water companies want to enhance market competitiveness,reduce operating costs only.Therefore,it is of great importance for the company to establish a set of scientific and reasonable performance evaluation system of meter reading staff and to make corresponding measures to ensure its smooth implementation.This paper based on the theory of performance appraisal,performance analysis of Huludao tap water company meter reading and work,and the current situation of performance appraisal by using the environmental scanning company of Huludao tap water meter reading,meter reading according to the present status of performance appraisal in diagnosis of the main problems are:the performance appraisal is influenced by subjective factors,the evaluation index system is not complete,the performance evaluation and feedback mechanism the feedback channel is not smooth,rough methods,assessment technology assessment process design is not reasonable,and analyzed the negative effect and the causes of problems.Aiming at the problem of employees,the balanced scorecard from four dimensions(based on key performance,work behavior and work attitude and competence)to design the performance appraisal index system,using AHP to determine the weight of performance appraisal index system,establishes a set of index system of meter reading performance assessment,the assessment method was used to optimize the selection and performance evaluation results at the same time,put forward suggestions,and evaluation of the expected security assessment system.
