Study On Income Distribution Of PPP Project Stakeholders Under IPD Mode

To meet the increasing demand for highly integrated management and comprehensive collaboration in Public Private Partnership(PPP)projects,this thesis will introduce the Integrated Project Delivery(IPD)mode,which is based on integration and collaboration into the project management of PPP projects,and study the income distribution of PPP projects under the IPD mode,so as to provide theoretical basis and reference for the income distribution problems of PPP projects under the IPD mode.Firstly,through the analysis of the existing management mode of PPP project,it is presented that the existing management mode still has shortcomings in four aspects: contract form,participant communication mode,project implementation process and project benefit incentive mechanism.Then the characteristics,contract relationship and organization structure of IPD mode are expounded,so the usability of IPD mode in PPP project is proved from three aspects: legal basis,application advantages and operational mode.Secondly,this thesis defines and classifies the stakeholders of PPP projects,and presents that the core stakeholders of PPP projects are mainly the public sector and the private sector.Then,the income distribution of PPP projects under IPD mode is analyzed from four aspects:basic principles,influencing factors,comparison of common methods and main modes of income distribution.It is presented that the main influencing factors of income distribution of PPP projects are the proportion of public and private investment,the proportion of risk-taking,the degree of contract execution,the degree of contribution and the asymmetry of status.On this basis,the income distribution model based on single influencing factor,which includes the risk-sharing model based on Entropy and ANP method and the innovative input calculation model based on weighted cost-benefit method are mainly constructed,as well as the comprehensive income distribution model based on TOPSIS method,in order to improve the fairness and accuracy of the calculation results.Finally,in order to verify the applicability of the model constructed in this thesis,a case of income distribution of a City Sports Center PPP project under IPD mode is calculated andanalyzed.The calculation results show that the allocation method considering only the factors of proportion of investment and risk-taking has a greater bias to the private sector;the allocation method considering only the factors of contract execution,the degree of contribution and the asymmetry of status has a greater bias to the public sector;and the income allocation method considering multiple factors is more compromised,considering each influencing factor of income distribution comprehensively and is more rational and practical.In addition,on the basis of the specific results,this thesis gives some suggestions on income distribution and contract,in order to further improve the practicability of the model in this thesis.
