The Investigation Report On Development Situation Of Agricultural Insurance In Jiangxi Province

Jiangxi is a large agricultural province.It shows the characteristics of a large population of agriculture,high agricultural output value,large agricultural varieties and so on.At the same time,Jiangxi province is one of the provinces that are affected by natural disasters in the country.The variety of natural disasters and the subsequent impact brought secondary disasters.The secondary disasters seriously restrict the development of agriculture in Jiangxi Province,which led to slow economic development.Agricultural insurance stabilizes farmers' production,promotes farmers to increase production,promotes the process of new urbanization and agricultural modernization.Therefore,it plays an important role in the development of agriculture in Jiangxi province.During the next National Twelfth Five-Year Plan period,the agricultural insurance of Jiangxi province have a leap-forward development.It has been increased to 15 kinds of insurance,and accumulated 344.39 billion yuan for the insured farmers to provide risk protection,the compensation totally in 1.782 billion yuan.But compared with the financial subsidy and expectations of Jiangxi province government for the agricultural insurance,the development of the agricultural insurance in Jiangxi province did not meet the government requirements.Based on this,the author investigates the current situation of agricultural insurance in Jiangxi province.Through this investigation,this paper discusses the current situation and existing problems of agricultural insurance in Jiangxi province.At the same time,it puts forward some suggestions on the development of agricultural insurance.The investigation report is divided into four parts.Firstly,this investigation report mainly introduces the basic situation of agriculture in Jiangxi province,including both the status of agricultural production and the situation of agricultural disaster,and as a follow-up analysis pave the way.Secondly,this investigation report first describes the current situation of Jiangxi Province agricultural insurance,and then analyzes the problems encountered in the actual process.These problems not only include high market concentration,but also include negative farmers insured will and insufficient policy support.In addition,high policy pay rate,and other issues also exist.Thirdly,proceeding from the specific situation in Jiangxi province,the investigation report summarize the successful experiences of agricultural insurance development in the United States,Japan,India and representative areas by studying the development of agricultural insurance in the United States,Japan,India and several representative areas in China.At last,based on the above issues,the investigation report put forward some countermeasures and suggestions.First,the government should develop the implementation details of "agricultural insurance regulations" as soon as possible.Second,the government should rationalize financial subsidies,establish the funds of catastrophe risk and accelerate the flow of rural land to develop the economies of scale.Third,the government should build the agricultural insurance business framework for Jiangxi province from the regulatory body,business organizations,service agencies three levels.Fourth,the government could provide a variety of propaganda means to improve farmers' awareness of agricultural insurance and cultivate professionals to enter the field of agricultural insurance.At the same time,the government could form a professional agricultural insurance company in order to promote market competition.At present,Jiangxi province is in the stage of from "big" to "strong",namely from the traditional agricultural province to a modern agricultural one.As the most easily overlooked but most important part of agricultural development,agricultural insurance should keep up with the speed of development of agriculture in Jiangxi province.It should give full play to the role of decentralization and transfer of agricultural risks,increase farmers' income and promote agricultural prosperity.
