The Study On Agricultural Insurance Situation And Develop Counter Measures In Hebei Province

Agriculture insurance is an important financial means to evade non-systemic agriculture risks;one of three mainstays of modern agriculture development, one of Green Box Policies permitted by the rules of WTO to support agriculture, has great welfare efficiency and is thought much of by many governments. However, China's agriculture insurance has plunged into a condition of market failure while China acceding to WTO and the agriculture needs insurance urgently because of both market risks and nature risks.The first part introduces the history and the reality about agriculture insurance. It is composed of 3 chapters. Chapter 1 introduces the paper's background, significance, research content and method, Chapter 2 introduces some fundamental knowledge about agriculture insurance, such as the definition, function and characters of the agriculture insurance. Chapter 3 analyzes the agriculture insurance experience in some developed and developing countries. After that some apocalypses are got.The second part discusses the selection of institutional modes, which is based on the actuality of Hebei province. Chapter 4 gives a brief of the long history about the agriculture insurance in China and Hebei province, and analyzes the main problem doers in China. Chapter 5 discuss that the system of province agricultural insurance must be based on the reality of Hebei.
