Research On Process Improvement Of China Entry-exit Inspection And Quarantine Of Goods Under The Perspective Of Service-Oriented Government

With the deepening of economic globalization,the rapid development of science and technology,the advent of "Internet plus" era,the public demand for social services has become increasingly multiple and diversified.Confronted with the tremendous changes in various fields,our government has to accelerate the government reform and innovation,improve and optimize the government process,take "public demand" as the core,construct a convenient,efficient and humanistic customer-oriented service government,seize the opportunities,overcome the challenges to create necessary conditions for China's economic and social sustainable development.As the entry-exit technical law enforcement department in government,whether to keep pace with the development trend of building a service-oriented government or to cope with the problems arising from the rapid development of international economy and trade,the inspection and quarantine department must implement institutional reform,accelerate the improvement and optimization of the internal business process as well as the cooperation process with other customs clearance departments,improve customs clearance efficiency,enhance the level of trade facilitation,promote the development of foreign trade and economic,making due contribution to China's economic and social sustainable development.Under the perspective of service-oriented government,the thesis utilizes theoretical exposition,literature and comparative research methods to apply the theory of government process improvement to inspection and quarantine work and research on process improvement of China entry-exit inspection and quarantine of goods.Firstly,the thesis elaborates on the relating concepts and the theoretical basis.Secondly,a case study of N bureau port as an example,the thesis introduces the current situation of entry-exit inspection and quarantine process of goods and analyzes the main problems thereof from six aspects,i.e.structural establishment,function setup,process setup,organizational structure,performance system and information system.On that basis,the thesis investigates the motivation and feasibility to process improvement of entry-exit inspection and quarantine of goods.Finally,the thesis puts forward the targets and principles for process improvement of entry-exit inspection and quarantine of goods and provides the counter measures on process improvement in terms of the major problems.It breaks through the research into process reengineering or process improvement of inspection and quarantine from a single aspect such as administrative function,business process or organization structure and highlights the systematic research,which provides a new idea for process improvement of inspection and quarantine department.
