The Doubts Of "Belt And Road Initiative" In France

Based on economic globalization,a great number of countries set up different negotiations for free-trade agreements or come up with their economic development initiatives and strategies.In 2013,the United-States began the TTIP negotiation with the European Union.In 2014,Russia,Belarus and Kazakhstan signed the Treaty on the Eurasian Economic Union,trying to create a common market of 170 million people.In the context of regional integration,China proposed to construct the "Silk Road Economic Belt"and "21th Century Maritime Silk Road"("Belt and Road" Initiative)in order to improve the infrastructures in countries located on the roads and reinforce the partnership with these countries.One Belt One Road Initiative is the priority of China's contemporary diplomacy.OBOR Initiative unites 64 European and Asian countries,including 70%of world's population,75%of the discovered energy and 55%of global GDP.OBOR is for the time being the longest economic corridor with great development potential.Europe is the destination of the Belt as well as of the Road,and CEE(Central and Eastern Europe)is especially an important part.Although Western Europe is not situated on the Silk Road,its significance can't be ignored.First of all,Western Europe is more developed,and these countries have advantages in the field of infrastructure,which would inspire China and other developing countries.Secondly,the majority of Western European countries have joined the Asian Infrastructure Investment Bank(AIIB)to participate more actively in the OBOR Initiative.But in comparison with CEE,Western Europe is less energetic and show lots of hesitation.We will take France as example to see how French society percepts the OBOR Initiative,and where come from the doubts.In the introduction,we will talk about the importance and current research situation of this topic.In the first chapter,it goes on to analyze the reaction of different French social groups to OBOR Initiative,including positive reaction and doubts.The second chapter of this paper focuses on why French society has a doubtful attitude about the OBOR Initiative.Reasons such as cultural,juridical and ideological differences,the commercial deficit between France and China and visions like "the OBOR Initiative is another Marshall Plan" all have a negative influence on the motivation of French society.Last,this paper comes up with projects to remove doubts.Before going aboard,Chinese companies should learn more about local tradition and law.The adjustment of bilateral commercial structure is necessary.Moreover,Chinese government has to improve the way of commumication so as to clear up all the misunderstandings and reinforce mutual trust.At the same time,France and China need to cooperate more in global affairs and make the OBOR Initiative more efficacious.This paper is about to underline the importance of international perception of the OBOR Initiative in order to put it into force more smoothly.
