Employment is related to the vital interests of the people,and there is a close relationship between industrial restructuring and upgrading and employment.Therefore,the coordination of labor employment structure and industrial structure is an important work that has been paid close attention to.There is a mutual influence between industrial structure and employment structure.On the one hand,the employment of labor is the carrier of the industrial sector,and the development level of the industrial sector can determine the size of the employment to a certain extent,The new requirements of labor force quality can be decided by the evolution of industrial structure;On the other hand,the structure of labor force in a region can decide the choice of the industry type and development mode.And reasonable employment structure can promote the optimization and upgrading of industrial structure,On the contrary,irrational employment structure will hinder the development of industrial structure.The rapid development of regional economy requires the coordination of industrial structure and employment structure,However,in reality,the adjustment of employment structure lags behind the development of industrial structure,resulting in the deviation and inconsistency between the two.This paper will based on the sample data of 1% population in 2015,and the census data,At the same time refer to the economic data of 2000-2015,From the perspective of the three industries,the breakdown of the industry,the city of Jilin province,analyzes the present situation of the industrial structure and employment structure in Jilin Province,the deviation of employment structure and industrial structure of Jilin Province,and the coefficient of employment elasticity,It is not difficult to see from the calculation results that the industrial structure of Jilin province has achieved the transformation of the "two,three,one" model,The employment structure is in the "one,three,two" model,Therefore,the industrial structure and employment structure of Jilin province is not very harmonious.As a big agricultural province,the proportion of agricultural workers is too high,labor productivity is low,there is a large number of surplus labor force need to be transferred outwards;As the second pillar industries in Jilin Province,the employment elasticity coefficient is low,the contribution to economic growth is very large,but the ability to absorb employment is weak;Only the third industry presents a relatively coordinated development trend,the contribution to the output value and employment is increasing,the structural deviation and the employment elasticity coefficient of the two indicators are more appropriate,However,the third industry in Jilin province is still mainly concentrated in some traditional service industries,but for some emerging service industries,there is still much room for development and improvement.Overall,the coordination of the first and second industries in Jilin province is poor,the third industry is relatively modest,but there is still potential for improvement.Based on the analysis of the present situation of Jilin Province,this paper puts forward some policy suggestions: Clear the strategic relationship between employment and industrial development,to achieve mutual promotion and coordinated development;Improve the composition of the second industry to enhance employability;Give full play to the stimulating effect of the third industry on employment,and vigorously develop the high-end service industry;Improve the quality of labor force,pay attention to vocational skills training;Give play to the comparative advantages of the region,and encourage the development of differentiated industries.
