The rise of modern China has attracted attention in worldwide, but economic development is, in an unreasonable way, more and more prominent by the rapid economic and social development. The first step and the second of the "three-step" strategic goal can be completed in China by extensive growth mode. But it is impossible that the third strategic objective will be achieved. The gross domestic product of China in 2006 accounted for only 5.5% of the world's total, but the energy consumption accounted for 15% of the world, 30% in steel and cement in 54%. These figures show that extensive mode of economic growth in China has been no space in the future, the changed mode of economic development has become imperative. The industrial upgrading will be coming and hitting a new industrial restructuring. In the latest ground of industrial upgrading of the context, employment structure should be more important than the output structure, which is the main purpose of writing this article.In this paper: The first chapter reminds the main theories and perspectives relate to this article reviews, and focus on the evolution of industrial structure with the traditional theory, in Clark, Simon Kuznets, Lewis and some well-known scholars, our scholars will be combined practice in China with the study and has made research in national conditions of China, the industrial structure adjustment and upgrading research have been grasped by theoretical overview as purpose of writing for this article foundation.Chapter II recalled the three most important industrial restructuring since the founding of New China which based on the correlation of the industrial structure and employment structure: the first stage, the heavy industry-led and the initial industrialization period (1952 - 1978); the second stage, shrinking heavy industry, the period of rapid development of light industry (1979 - 1985); the third stage, the period of taking the both into account (1985 - present). Meanwhile, we also discussed the adjustment of industrial structure of employment that accompanied by changing structural, particularly, we emphasis on analysis of the structure of employment changes in the tertiary industry. The relevant data were collated and calculated through the "China Statistical Yearbook 2009" and we found the date of industrial structure and employment from 1979 years to present, the development of data in helping to verify the three stages of transition, while we are able to find the growth of industrial output of China much faster than the rate of growth of employment. This is an achievement of the rapid rise performance of china, however, it was also uneven that was implicit in the economic development of China. In order to develop economic and social better and faster, we have to improve this situation.Chapter III based on the review of industrial structure adjustment in China in chapter II, the discussion was about the industrial of industrial upgrading structure adjustment in the new period. We mainly discussed the characteristics of the new round of industrial restructuring, and further discussed the corresponding transformation of the structure of employment within the framework of industrial restructuring. We also compared cross-sectional data at home with abroad, furthermore, we confirmed that the tertiary industry employment capacity in China has not been effective use, thus, this new round of industrial restructuring should be concerned about this issue, and this issue could be solved by employment in the tertiary industry that could provide guarantee for economic development of China.Chapter IV, according to the discussion of first three chapters, we would firstly proposed a method that the adjustment of industrial structure should based on the adjustment of employment-structure in some conditions, and given some advices about seven observations of two aspects for the industrial restructuring and employment of China at the end of article. These mainly include: 1, greater efforts should been given for promoting the new rural construction - the income would be effectively raised and the new rural construction should be vigorously promote that based on demands; great efforts should be given to build the rural social security system, the service system of tertiary industry in rural areas should be improved ; the equal right should be given to the farmers for accelerating the pace of urbanization in rural areas; 2, optimizing the environment of employment in tertiary industry, for enhancing the employment absorption capacity in the tertiary industry - to increase the expected return in the tertiary industry and reduce the risk in the tertiary industry; to increase fiscal and reduce taxation policies for incentive efforts in the tertiary industry.
