The Research Of Transfer Platform Construction Undertaking The Beijing-Tianjin Industry In Hebei Province

“The Outline of Collaborative Development of Beijing,Tianjin and Hebei Province”confirms the future development orientation of Beijing,Tianjin,and Hebei,the core of which is to ease Beijing’s non-capital functions.Hebei Province is recognized as an important base for the modern commercial logistics,industrial transformation and upgrading test area,the new urbanization,urban and rural areas demonstration area and the Beijing-Tianjin-Hebei ecological environment support area.Hebei has become an important undertaking of Beijing and Tianjin industry,and launched a total of 40 categories platform.“The 13 th Five-Year Plan” confirms the province’s 11 prefecture-level cities in the coordinated development of the positioning,to undertake the transfer of precision industry and to lay a solid foundation for building a platform.Based on this,the five major categories to undertake platform construction of Hebei Province has become the focus of the topic.Based on the basic theory of regional economics,this paper analyzes the present situation and puts forward some countermeasures and suggestions to the construction of the platform.The platform development drives the economic and social development of the province and helps the development of regional cooperation.Platform construction is an important carrier to undertake industrial transfer,and there is a certain interaction between the two mechanisms.Industrial platforms are independent of each other,interrelated,dynamically balanced,inclusive,and integrated social.Its function is mainly to play the industry cluster effect,optimize the industrial structure,guide the effective implementation of policies,and integrate regional related industries and so on.This paper analyzes the influencing factors of platform construction,including favorable factors: policy orientation,market mechanism,Hebei Province’s own natural resources advantages,human resources advantages,transportation convenience;unfavorable factors: The existence of industrial viscosity,market competition pressure between the transfer,land and other regions.Aiming at the favorable factors and unfavorable factors,this paper analyzes the five kinds of platforms,through analyzing the background,progress and prospect,the typical cases of the development of each kind of platform,and analyzes the unique characteristics of the development process and summarizes some common problems in these five major categories,summarized as the system security is not perfect,the carrier facilities are not complete,the industry is not prominent and resource utilization sustainability needs to be improved.In the last part,the paper draws lessons from the development of Singapore regional industrial park about the development stage,the platform classification and the regional characteristics,the concrete operation experience,provides concrete reference experience and development ideas for the development of industrial platform in Hebei Province.In view of the problems exposed in the previous analysis and the experience that should be learned,it can provide reference for the development of platform construction in Hebei Province from four aspects:institutional environment,carrier construction,industrial development and breakthrough of resource bottleneck.
