Since the reform and opening up,China has promoted the idea of allowing some regions to take the lead in becoming richer,and then driving the rest of the region to become prosperous,and to implement a non-balanced regional economic development strategy across the country.However,since the “Eleventh Five-Year Plan” formally “advanced the development of the western region,revitalized the old industrial base in the northeast,promoted the rise of the central region,and encouraged the eastern region to take the lead in development”,it was identified as the overall strategy for the development of the region and stimulated the development advantages of each region.The potential and the idea of promoting common economic development among regions have embarked on the stage of history.With the implementation of the coordinated development strategy of regional economy in our country,the phenomenon of cross-regional industrial transfer and acceptance that takes into account the optimal allocation of resources within the overall scope of the region has emerged.At the level of promoting economic development,industrial transfer is beneficial to both industrial and transfer destinations,and can effectively highlight regional comparative advantages and strengthen regional complementarity and open development.At the same time,industrial transfer is an objective appeal in the later stage of regional economic development,and also an important means for realizing coordinated development among regions.This is in line with the background of China’s central government’s comprehensive deepening of reforms in 2014 and the promotion of new urbanization to achieve China’s economic restructuring and upgrading.The Beijing-Tianjin-Hebei coordinated development strategy coincides,and has become the specific content and strong support for the coordinated development of the Beijing-Tianjin-Hebei region.In fact,the concept of coordinated development of Beijing,Tianjin,and Hebei was already proposed in the 1970 s,but its effectiveness was not significant.After rising to a major national strategy in 2014,the coordinated development of the regional economy of Beijing,Tianjin,and Hebei gradually improved.In 2015,the Political Bureau of the CPC Central Committee reviewed and adopted the “Compendium of Beijing-Tianjin-Hebei Coordinated Development Plan,” providing basic guidelines and a program of action for the coordinated development of Beijing,Tianjin and Hebei.Nineteenth Congress in 2017 also clearly stated that the coordinated development of Beijing,Tianjin,and Hebei should be based on dissolving Beijing’s non-capital functions and build a high standard for Xiong’an New District.Afterwards,in order to implement coordinated regional development,the three provinces and cities of Beijing,Tianjin and Hebei negotiated the “Opinions on Strengthening the Construction of Key Platforms for Industrial Transfer of Beijing,Tianjin,and Hebei Provinces” to provide guidance for the orderly transfer of industries and their accurate acceptance.Industrial transfer is an effective means to achieve coordinated development of Beijing,Tianjin and Hebei.How to make use of the different factor endowments and regional advantages in different regions,give full play to the positive effects of industrial transfer,and promote the sustainable development of the overall economy in the region have become the focus of our government and scholars.This article takes the Beijing-Tianjin-Hebei coordinated development strategy as the guide,and discusses it from the perspective of industrial transfer,highlighting the important role of industrial transfer in the coordinated development of Beijing,Tianjin and Hebei.First of all,we will sort out relevant theories and research results of domestic and foreign scholars in the fields of industrial transfer and regional coordinated development,summarize the issues that scholars are focusing on,and form the basic theoretical support for the study of industrial transfer in the Beijing-Tianjin-Hebei region.Secondly,integrating statistical data and using qualitative and quantitative methods to analyze the status quo and influencing factors of industrial transfer in three provinces and cities in Beijing,Tianjin and Hebei.Thirdly,using the data comparison and econometric models,the method of combining theory with empirical analysis was used to evaluate the positive and negative effects of industrial transfer in the Beijing-Tianjin-Hebei region and the root causes of the problems.Finally,on the basis of effect analysis,we propose effective countermeasures to promote the sustainable economic growth of Beijing,Tianjin and Hebei,and realize regional coordinated development. |
