Research On The Ability Of Undertaking Industrial Transfer In Hebei Province Under The Background Of The Collaborative Development Of Beijing,Tianjin And Hebei Province

After the Twelfth Five-Year Plan,the collaborative development of Beijing,Tianjin and Hebei Province has been upgraded to national strategy,which becomes the new China's economic growth pole after the Yangtze River Delta and the Pearl River Delta.Beijing-Tianjin-Hebei collaborative development involves the factor market,public service,system and mechanism,the industrial structure and other fields,and industrial transfer and industrial acceptance are important components of the industrial integration of Beijing,Tianjin and Hebei Province.The ability of undertaking industrial transfer is the important index to realize the process of industrial acceptance and industrial connection from the perspective of industrial acceptance.With the expansion of Beijing-Tianjin-Hebei integration,instead of Shanxi Datong,Inner Mongolia Chifeng and Wulanchabu,Shandong Dezhou formally incorporated into the Beijing-Tianjin-Hebei planning on July17,2015.The strategy of "one area four bases" was officially established,in cooperation and common development with the capital economic circle.Facing the increasing competition in the industry acceptance,whether Hebei Province can smoothly grasp the opportunity and promote the ability of undertaking industrial transfer directly affects the future direction of Hebei Province.Firstly,the paper expatiates on the relevant theories of industry transfer and undertaking industrial transfer capability,and puts forward the main factors that influence the ability of undertaking industrial transfer and the main methods of evaluating undertaking industrial transfer capability.Secondly,it analyzes the economic situation and industry acceptance situation from the perspectives of advantages and problems of Hebei Province.Thirdly,on the basis of the results of previous studies and the reference to the actual situation of Hebei Province,Shanxi Province,Shandong Province,Beijing,Tianjin and Inner Mongolia Autonomous Region,this paper constructs a system to evaluate the ability of undertaking industrial transfer,which mainly includes 6 first-level indexes,18 second-level indexes and36 operational indexes.With the help of SPSS software,it completes the empirical analysis of undertaking industrial transfer capability in Hebei Province and other five provinces(cities,autonomous regions)by using the relevant data from 2011 to 2015 and the factor analysis method.At the same time,this paper makes a comparative analysis on six aspects: factor cost,market potentiality,investment environment,industrial support,scientific research ability and economic benefit of Hebei Province and other five provinces(cities,autonomous regions).Finally,on the basis of comprehensive evaluation,this paper proposes some countermeasures and suggestions on how to promote Hebei Province's undertaking industrial transfer capacity under the background of the collaborative development of Beijing,Tianjin and Hebei Province.
