Research On The Efficiency Evaluation And Promotion Strategy Of Technology Transfer In High-tech Industry In Heilongjiang Province

High technolgy industry is the pillar industry,which is guide to the rapid and stable development of Heilongjiang's economy.However,the technology transfer is an important process of technological innovation,transformation of products and marketing.For years,the government attaches great importance to the development of high tech industry in Heilongjiang Province,which makes the investment level increased rapidly.But at the same time,high input and low output of the extensive growth mode made the phenomenon of technology transfer inefficiency prominent.Therefore,it is an inevitable choice to improve the efficiency of technology transfer and improve the development environment of high-tech industry in Heilongjiang province to promote the economic development of Heilongjiang province.Based on the definition of technology transfer and high-tech industry,this paper analyzes the current situation of technology transfer in high-tech industry in Heilongjiang province.Establishment of evaluation index system from the angle of input and output.And the gray correlation analysis method is used to eliminate the high correlation coefficient between the input index and output index.Then according to the statistical data of this new set of input and output indicators and related statistical yearbook.Using the CCR model in data envelopment analysis method to analyze and measure the high technology industry technology transfer efficiency of 28 provinces and cities in China.The empirical results show that the evaluation data are non DEA efficient in the 5 year history dates.Then this paper analyzes the efficiency of high-tech industry in Heilongjiang Province,which is non DEA effective.At last,using Tobit regression analysis model to analyze the environmental factors of the Heilongjiang province.The transfer efficiency of high technology industry technology.In the end,this paper provided some suggestion for the improvement of high technology industry technology transfer efficiency in heilongjiang.First,reasonable control of research and development investment strength and efficiency;Second,improving the evaluation mechanism and the efficiency of R&D personnel;Third,increasing the government financial technology funds to improve efficiency;Forth,improve the ability of scientific and technological achievements to promote market-oriented technology results,optimization of high technology enterprise environment,expand the industrial scale,improve market concentration.These conclusions are of great reference value and practical significance for the government of Heilongjiang to develop high-tech industry technology transfer policy.
