Innovation has become the main driving force of endogenous growth theory acknowledged economic, and China has also been more and more attention to building an innovative country has become one of China’s development strategy, and high-tech industry is the core of innovation. Compared with other countries, China has a special market structure characteristics, industry characteristics, in particular, is government regulation plays an important role in economic activities. China’s special conditions, the efficiency of high-tech industrial innovation will be the impact of market structure, government intervention? This effect is positive, negative? These two issues of great significance for improving the efficiency of China’s high-tech industrial innovation.This paper studies high-tech enterprise in R&D and technology into a two-stage innovation efficiency will be the industry market structure, and administrative barriers to entry in the industry. First, according to the traditional industrial organization SCP framework, into a two-stage theory of barriers to exogenous theory and innovation, this paper build entry barriers innovative two-stage model. Next, we use a DEA model to measure and evaluation of the efficiency of two-stage conversion of the Chinese high-tech industry in R&D and technology. Finally, we apply the TOBIT regression to study the relationship between the three variables of the barriers to entry in the high-tech industrial innovation efficiency, industry, market structure and industry. We conclude that received technical R&D efficiency in the Chinese high-tech industry market structure and administrative barriers to entry, market structure is positive while the administrative barriers to entry is negative. In the technology transfer stage, the company receives no significant effect of market structure, received the negative impact of barriers to entry significantly.
