The Research On Development Strategy Of High-tech Enterprises In Heilongjiang Province

With the rapid development of economic globalization and science and technology since the 21st century, high-tech enterprises in Heilongjiang Province play a more and more important role in the economic development which has become the main force to promote the economic development in Heilongjiang Province. However, the increasingly fierce market competition makes the high-tech enterprises lay more and more emphasis on the strategies and planning of business development. High-tech enterprise development strategy is a way and means to enhance the ability of independent innovation, guide the high-tech enterprises to participate in domestic and international competition, establish and maintain a competitive position in high-tech companies. Therefore, the analysis and discussion of high-tech enterprise development strategy is the inevitable choice of the development and continuous management of high-tech business.In this paper, based on the status and strategic environmental analysis of high-tech enterprises in Heilongjiang Province, according to the principles of strategy formulation and strategic objectives, a program of high-tech enterprise development strategy is developed to offer guidelines for the development of high-tech enterprises, so it has theoretical and practical significance.The author uses the theory of enterprise development strategies, trying to solve the problem of high-tech enterprise development strategy by analyzing the high-tech environment and SWOT analysis. Based on the status of domestic and national research, the full main contents include:(1) The author systematically describes the status of the current high-tech enterprise strategy usage, and analyzes the current problems and causes existing in using high-tech enterprises strategies; (2) The evaluation index system of high-tech enterprises is built based on describing the current development situation of high-tech enterprises and the author uses the method of factor analysis to evaluate and analyze the current situation of the development of high-tech enterprises; (3) Combined with high-tech business strategy environmental analysis, the author conducts an objective analysis of the high-tech enterprises strategic environment from both internal and external sides, in which the external environment is described, mainly from the macro environment, industry and market environment aspects, by using SWOT analysis method, trying to build a selection matrix of high-tech business development strategy; (4)The author proposes the principles and objectives of high-tech enterprise development strategy, trying to poison the development strategy of high-tech enterprises in Heilongjiang Province, from the establishment of independent innovation strategy and enhance their core competitiveness, the implementation of enterprise cluster development strategies and building new advantages, the implementation of brand strategy and enhance their vitality and the implementation of improving the incentive mechanism talent strategy; (5)The author describes the security measures of high-tech enterprises development strategy through two levels from the government and business, of which the main government level is analyzed on the transformation of government functions, improving the system, optimizing the policy environment and strengthening the incubator building, while the enterprise level is mainly from changes in organizational structure of the enterprises, the establishment of activation mechanism, establishing a financial security system and safeguarding the interests of rights and interests of four high-tech enterprises aspects.Based on the status analysis of high-tech enterprises in Heilongjiang Province, and strategic environmental, according to the principles of strategy formulation and strategic objectives, the author develops a program of high-tech enterprise development strategy for the development of high-tech enterprises to offer guidelines, therefore, it has a certain theoretical and practical significance.
